Abstract
This study aims to evaluate the implementation of Bogor Mayor Regulation Number 40 of 2016 concerning Minimum Service Standards for Mass Transportation, focusing on the operation of the Biskita Trans Pakuan service in Bogor City. The research is based on issues such as traffic congestion, high population density, and the poor quality of city transport (angkot), which highlight the need for proper and efficient public transportation. A qualitative descriptive approach was used, with data collected through interviews, observations, and document reviews. The analysis is based on William Dunn’s (1998:610) policy evaluation model, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The findings show that although Biskita Trans Pakuan provides a better alternative to angkot, its implementation still faces several challenges. These include a limited number of buses, lack of dedicated lanes, damaged or poorly lit shelters, and inadequate road conditions around bus stops. In conclusion, the implementation of the policy still requires improvements, especially in service delivery, supervision, and infrastructure support. This study recommends improving the service quality of Biskita Trans Pakuan through fleet expansion, enhanced safety and security, better shelter cleanliness and comfort, fare adjustments for vulnerable groups, provision of disability-friendly facilities, and the implementation of dedicated lanes to support operational order and efficiency.

| Additional Information: | Penelitian ini bertujuan mengevaluasi implementasi Peraturan Walikota Bogor Nomor 40 Tahun 2016 terkait Standar Pelayanan Minimal Angkutan Massal dengan fokus pada operasional layanan Biskita Trans Pakuan di Kota Bogor. Latar belakang penelitian mencakup permasalahan kemacetan, tingginya kepadatan penduduk, serta rendahnya mutu layanan angkutan kota (angkot), yang menuntut kehadiran transportasi publik yang layak dan efisien. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan telaah dokumen. Analisis dilakukan berdasarkan model evaluasi kebijakan William Dunn (1998:610), mencakup aspek efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Hasil temuan menunjukkan bahwa meskipun kehadiran Biskita Trans Pakuan memberikan alternatif angkutan yang lebih baik dibanding angkot, pelaksanaannya belum optimal. Kendala yang dihadapi antara lain terbatasnya jumlah armada, ketiadaan jalur khusus, kondisi halte yang rusak dan minim penerangan, serta infrastruktur jalan sekitar halte yang belum memadai. Kesimpulannya, pelaksanaan kebijakan ini masih memerlukan berbagai perbaikan, terutama dalam hal layanan, pengawasan, dan dukungan infrastruktur. Penelitian ini menyarankan peningkatan kualitas layanan Biskita Trans Pakuan melalui penambahan armada, peningkatan keamanan dan keselamatan, perbaikan kenyamanan halte, penyesuaian tarif untuk kelompok rentan, penyediaan fasilitas disabilitas, serta penerapan jalur khusus guna mendukung keteraturan dan efisiensi operasional. | ||||||
