Abstract
DPWKEL is a program that is made a priority by the Cilegon City Regional Government and is a bottom-up policy. However, the DPWKEL program still faces various challenges characterized by limited access to information and overall community participation, limited human resources in reporting and restrictions on the type and location of activities that also hinder the reach of the program. This study aims to find out about the Implementation of the Village Regional Development Fund Program (DPWKEL) in meeting Community Welfare in Deringo Village, Citangkil District, Cilegon City. The theory used in this study is Thomas B. Smith's policy implementation model with four aspects, namely Idealized Policy, Target Groups, Implementing Organization, and Environmental Factor. This study uses a descriptive model with a qualitative approach. The results of this study show that the aspects of Idealized Policy, Target Groups, Implementing Organization, and Environmental Factor have gone well, but still face obstacles such as lack of public understanding, and the role of sub-districts as a liaison between OPD has not been optimal. Suggestions include increasing socialization, and the need for training and strengthening the role of sub-districts as facilitators and liaisons between OPD. These steps are expected to achieve the success of the DPWKEL program.

| Additional Information: | DPWKEL merupakan program yang dijadikan prioritas oleh Pemerintah Daerah Kota Cilegon dan merupakan kebijakan yang bersifat bottom-up. Namun, program DPWKEL ini masih menghadapi berbagai tantangan yang ditandai dengan terbatasnya akses informasi dan partisipasi masyarakat secara menyeluruh, keterbatasan SDM dalam pelaporan serta pembatasan jenis dan lokasi kegiatan juga menjadi kendala yang menghambat jangkauan program. Penelitian ini bertujuan untuk mengetahui tentang Implementasi Program Dana Pembangunan Wilayah Kelurahan (DPWKEL) dalam memenuhi Kesejahteraan Masyarakat di Kelurahan Deringo Kecamatan Citangkil Kota Cilegon. Teori yang digunakan dalam penelitian ini adalah model implementasi kebijakan Thomas B. Smith dengan empat aspek yaitu Idealized Policy, Target Groups, Implementing Organization, dan Enviromental Factor. Penelitian ini menggunakan model deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukkan bahwa aspek Idealized Policy, Target Groups, Implementing Organization, dan Enviromental Factor telah berjalan dengan baik, namun masih menghadapi kendala seperti kurangnya pemahaman masyarakat, dan peran kecamatan sebagai penghubung antar OPD belum optimal. Saran meliputi peningkatan sosialisasi, dan diperlukannya pelatihan dan penguatan peran kecamatan sebagai fasilitator dan penghubung antar OPD. Langkah-langkah ini diharapkan dapat mencapai keberhasilan program DPWKEL. | |||||||||
