Abstract

The calibration process requires optimal worker scheduling to prevent workload imbalances. At the XYZ Government Office, manual scheduling presents several issues, including unequal task distribution among workers, the lack of consideration for workers' performance in the previous period, and unstructured task allocation. This study aims to design a mathematical model and implement a scheduling system that incorporates individual performance to improve fairness in workload distribution. The model was developed using the Integer Linear Programming (ILP) approach and solved using the Branch and Bound method. The implementation was carried out using Lingo 21.0 software. The results show that the model successfully generates an optimal solution without any constraint violations, achieving an objective function value of 1,930—an increase of 14.68% compared to the manual scheduling result of 1,683. Furthermore, the model produces a more proportional allocation based on worker performance and generates a more structured schedule according to task order.

Additional Information: Proses uji tera membutuhkan penjadwalan pekerja yang optimal untuk mencegah ketidakseimbangan dalam alokasi tugas. Kantor Dinas XYZ memiliki permasalahan dalam penjadwalan secara manual yaitu, pekerja uji tera yang belum mencerminkan keseimbangan beban kerja antar pekerja, dan tidak mempertimbangkan terhadap kinerja pekerja pada periode sebelumnya dalam proses penjadwalan, serta alokasi tugas yang distribusinya belum terstruktur. Penelitian ini bertujuan untuk merancang model matematika dan mengimplementasikan penjadwalan pekerja dengan mempertimbangkan kinerja masing-masing pekerja untuk meningkatkan keadilan dalam distribusi jadwal kerja. Model dirancang menggunakan pendekatan Integer Linear Programming (ILP) dengan metode Branch and Bound. Penyusunan model diimplementasikan menggunakan bantuan software Lingo 21.0. Hasil penelitian menunjukkan bahwa model mampu menghasilkan solusi optimal tanpa pelanggaran terhadap kendala, yang menghasilkan nilai fungsi tujuan sebesar 1.930, dengan peningkatan nilai fungsi tujuan sebesar 14,68% dibandingkan penjadwalan manual yang hanya mencapai 1.683. Selain itu, model menghasilkan jadwal yang lebih proporsional terhadap kinerja pekerja, dan lebih terstruktur sesuai urutan tugas.
