Abstract
This study aims to analyze the implementation of the Equivalency, Literacy, Course, and Training Program (K3P) in equivalency education in Serang Regency. The focus of the research is directed at the effectiveness of the implementation of the K3P program in reaching community groups who have not completed formal education due to economic, social, and geographical limitations. The main problems identified are the low quality of facilities and infrastructure, the uneven accreditation of PKBM, and the low public awareness of the importance of equivalency education. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation studies at a number of PKBM. The analysis was conducted using Merilee S. Grindle's policy implementation theory which emphasizes the content of policy and the context of implementation. The results of the study indicate that despite structural and cultural challenges, the K3P program has a positive impact on increasing educational participation rates and reducing dropout rates. To ensure sustainability, synergy between stakeholders, strengthening the institutional capacity of PKBM, and affirmative policies towards non-formal and inclusive education are needed.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis implementasi Program Kesetaraan, Keaksaraan, Kursus, dan Pelatihan (K3P) pada pendidikan kesetaraan di Kabupaten Serang. Fokus penelitian diarahkan pada efektivitas pelaksanaan program K3P dalam menjangkau kelompok masyarakat yang belum menyelesaikan pendidikan formal akibat keterbatasan ekonomi, sosial, dan geografis. Permasalahan utama yang diidentifikasi adalah rendahnya kualitas sarana dan prasarana, belum meratanya akreditasi PKBM, serta rendahnya kesadaran masyarakat terhadap pentingnya pendidikan kesetaraan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi pada sejumlah PKBM. Analisis dilakukan dengan menggunakan teori implementasi kebijakan dari Merilee S. Grindle yang menekankan pada content of policy dan context of implementation. Hasil penelitian menunjukkan bahwa meskipun terdapat tantangan struktural dan kultural, program K3P memberikan dampak positif dalam peningkatan angka partisipasi pendidikan dan pengurangan angka putus sekolah. Untuk menjamin keberlanjutan, diperlukan sinergi antar pemangku kepentingan, penguatan kapasitas kelembagaan PKBM, serta kebijakan afirmatif terhadap pendidikan nonformal dan inklusif. | |||||||||
