Abstract
In the implementation of the 2024 Pilkada, Bojonegara District as one of the districts in Serang Regency, Banten Province also participated in implementing the regional head election. In the implementation of the 2024 Pilkada, the KPU again used the Recapitulation Information System (Sirekap) application which was also used in the 2024 Election. Sirekap is an information technology-based application used by the General Election Commission (KPU) to present the results of the vote count and facilitate the recapitulation process. The reuse of the Sirekap application has received quite a lot of pros and cons because its use in the 2024 Election is considered not optimal and not transparent from the results obtained. There are many complaints felt by its users, namely KPSS as the Sirekap operator at the TPS. Therefore, the researcher conducted an evaluation measurement study with a quantitative approach through distributing questionnaires, interviews, and literature studies. By using PLS-SEM on SmartPLS 4.0 to analyze data so that all aspects of Sirekap can be tested comprehensively. As a reference to the system evaluation in previous studies using the HOT-Fit Model. There are 3 aspects that are the focus of this model, namely: human, organization, and technology. This study was conducted with the aim of determining the application of the HOT-Fit Model in the Sirekap evaluation in the 2024 Pilkada in Bojonegara, Banten Province. The test results obtained 6 out of 17 hypotheses were rejected, namely related to the variables of system quality, information quality, service quality, system use, and user satisfaction. The researcher suggested conducting a data-based system evaluation, then improving communication channels between units and at the operator and system manager levels.

| Additional Information: | Dalam pelaksanaan Pilkada 2024, Kecamatan Bojonegara sebagai salah satu kecamatan yang ada di Kabupaten Serang, Provinsi Banten turut serta melaksanakan pemilihan kepala daerah. Dalam pelaksanaan Pilkada 2024 ini KPU kembali menggunakan aplikasi Sistem Informasi Rekapitulasi (Sirekap) yang juga digunakan pada Pemilu 2024. Sirekap merupakan aplikasi berbasis teknologi informasi yang digunakan Komisi Pemilihan Umum (KPU) untuk menyajikan hasil penghitungan suara serta memfasilitasi dalam proses rekapitulasi. Penggunaan kembali aplikasi Sirekap ini cukup mendapat pro kontra dikarenakan pada penggunaannya di Pemilu 2024 dianggap tidak maksimal dan tidak transparan dari hasil yang didapatkan. Terdapat banyak keluhan yang dirasakan oleh penggunanya yakni KPSS sebagai operator Sirekap di TPS. Maka dari itu, Peneliti melakukan penelitian pengukuran evaluasi dengan pendekatan kuantitatif melalui penyebaran kuesioner, wawancara, dan studi literatur. Dengan menggunakan PLS-SEM pada SmartPLS 4.0 untuk menganalisis data sehingga dapat menguji seluruh aspek terhadap Sirekap secara menyeluruh. Sebagai rujukan terhadap evaluasi sistem pada penelitian sebelumnya dengan menggunakan Model HOT-Fit. Ada 3 aspek yang menjadi fokus pada model ini yakni: human, organization, dan technology. Penelitian ini dilakukan bertujuan untuk mengetahui penerapan Model HOT-Fit pada evaluasi Sirekap pada Pilkada 2024 di Bojonegara, Provinsi Banten. Hasil pengujian didapatkan 6 dari 17 hipotesis ditolak, yakni terkait dengan variabel system quality, information quality, service quality, system use, dan user satisfaction. Peneliti menyarankan agar melakukan evaluasi sistem berbasis data, lalu jalur-jalur komunikasi antarunit diperbaiki serta pada tingkat operator dan pengelola sistem. | ||||||
