Abstract

Jakarta Kini (JAKI) is a digital service platform provided for the public to access various public services and to submit complaints and aspirations related to public services online. The main objective of this service is to create a space for community participation in overseeing the implementation of public services through the use of digital technology, as well as to encourage improvements in service quality across various government agencies. However, in its implementation, the JAKI application still faces several challenges, such as lack of responsiveness in addressing and following up on reports, limited technological development and alignment with community needs, and uneven socialization across all layers of society.This study aims to examine how the transformation of public services through Electronic Government (E-Gov) in the JAKI application in Jakarta impacts the quality of services provided to the public. The research uses a qualitative method through interviews, observations, documentation, and document studies. It applies the theory of Digital Government Transformation proposed by Jenny Huang and Karduck, which includes six aspects: E-Presence, Interaction, Transaction, Transformation, E-Participation, and E-Border. The findings indicate that the transformation of public services through E-Government via the JAKI application has not yet been fully optimized.

Additional Information: Aplikasi Jakarta Kini (JAKI) merupakan layanan digital yang disediakan bagi masyarakat untuk mengakses berbagai layanan publik serta menyampaikan pengaduan dan aspirasi terkait layanan publik secara daring. Tujuan utama dari layanan ini adalah menyediakan ruang bagi masyarakat untuk berpartisipasi dalam pengawasan penyelenggaraan pelayanan publik dengan memanfaatkan teknologi digital, serta mendorong peningkatan kualitas pelayanan di berbagai instansi pemerintah. Namun, dalam pelaksanaannya, aplikasi JAKI masih menghadapi sejumlah permasalahan, seperti kurangnya responsivitas dalam menanggapi dan menindaklanjuti laporan, minimnya pengembangan dan penyesuaian teknologi dengan kebutuhan masyarakat, serta sosialisasi yang belum merata ke seluruh lapisan masyarakat Penelitian ini bertujuan untuk mengkaji bagaimana transformasi pelayanan publik melalui Electronic Government (E-Gov) pada aplikasi JAKI di Jakarta berdampak terhadap pelayanan kepada masyarakat. Penelitian ini menggunakan metode kualitatif dengan teknik wawancara, observasi, dokumentasi, dan studi dokumen, serta menggunakan teori Transformasi Digital Government dari Jenny Huang dan Karduck yang mencakup enam aspek: E-Presence, Interaction, Transaction, Transformation, E-Participation, dan E-Border. Hasil penelitian menunjukkan bahwa proses transformasi pelayanan publik melalui E-Government pada aplikasi JAKI belum sepenuhnya optimal.
