Abstract
This study analyzes the policy termination process of the relocation of Kampung Susun Bayam (KSB) in Jakarta following the leadership transition from Governor Anies Baswedan to Acting (Pj) Governor Heru Budi Hartono. KSB was initially designed as a decent housing solution for residents affected by the Jakarta International Stadium (JIS) construction, but its implementation experienced stagnation and uncertainty. Using a qualitative approach with an intrinsic case study and applying the theoretical frameworks of Policy Window (Kingdon) and Policy Termination (Brewer & DeLeon), this research finds that the relocation policy underwent passive termination, characterized by administrative neglect, shifts in political priorities, and the transfer of management to Jakpro without adequate accountability mechanisms. The absence of policy entrepreneurs, weak pressure from problem streams, and the dominance of technocratic interests further narrowed the policy window for continuation. The impact includes the loss of protection for residents’ housing rights, the emergence of social inequality, and the erosion of government legitimacy. This study emphasizes the importance of social policy continuity in leadership transitions, as well as the urgency of strengthening community participation and collaborative governance in urban relocation agendas.

| Additional Information: | Penelitian ini menganalisis proses terminasi kebijakan relokasi Kampung Susun Bayam (KSB) di Jakarta pasca-pergantian kepemimpinan dari Gubernur Anies Baswedan ke Penjabat (Pj) Gubernur Heru Budi Hartono. KSB awalnya dirancang sebagai solusi hunian layak bagi warga terdampak pembangunan Jakarta International Stadium (JIS), namun realisasinya mengalami stagnasi dan ketidakpastian. Melalui pendekatan kualitatif dengan studi kasus intrinsik, serta menggunakan kerangka teori Policy Window (Kingdon) dan Terminasi Kebijakan (Brewer & DeLeon), penelitian ini menemukan bahwa kebijakan relokasi mengalami passive termination, ditandai oleh pengabaian administratif, perubahan prioritas politik, dan penyerahan pengelolaan kepada Jakpro tanpa mekanisme akuntabilitas yang memadai. Ketiadaan policy entrepreneur, lemahnya tekanan dari arus masalah, serta dominasi kepentingan teknokratis turut mempersempit peluang kebijakan untuk berlanjut. Dampaknya adalah hilangnya perlindungan atas hak hunian warga, munculnya ketimpangan sosial, dan tergerusnya legitimasi pemerintah. Penelitian ini menekankan pentingnya keberlanjutan kebijakan sosial dalam konteks transisi kepemimpinan, serta urgensi memperkuat partisipasi warga dan tata kelola kolaboratif dalam agenda relokasi perkotaan. | ||||||
