Abstract
This study analyzes the social resilience of the community in Kampung Muara Bahari in facing the complex and layered threat of narcotics. The aim of this research is to identify the forms of drug-related threats, the community’s adaptive capacities, and the factors that influence the strengths or weaknesses of community resilience. This study employs a qualitative method with an instrumental case study approach and the theoretical framework of community resilience by Norris et al. (2008). The findings reveal that adaptive capacities, including economic development, social capital, information and communication, and community competence, have emerged through various local initiatives, although they have not yet developed in a systemic and mutually reinforcing manner. Community resilience is strengthened by the role of local cadres, community leaders, and the implementation of programs such as the Community-Based Intervention (IBM) and the Creative and Innovation House. However, social dysfunction, a prevailing culture of silence, and the negative stigma attached to the area’s identity continue to hinder the consolidation of community resilience. This study recommends the importance of community-based intervention strategies that are participatory, contextual, and sustainable.

| Additional Information: | Penelitian ini menganalisis ketahanan sosial komunitas di Kampung Muara Bahari dalam menghadapi ancaman narkoba yang bersifat kompleks dan berlapis. Tujuan dari penelitian ini adalah untuk mengidentifikasi bentuk-bentuk ancaman narkoba, kapasitas adaptif komunitas, serta faktor-faktor yang memengaruhi kekuatan atau kelemahan ketahanan komunitas. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus instrumental dan kerangka teori ketahanan komunitas dari Norris et al. (2008). Hasil penelitian menunjukkan bahwa kapasitas adaptif yang meliputi pembangunan ekonomi, modal sosial, informasi dan komunikasi, serta kompetensi komunitas telah muncul dalam berbagai inisiatif warga, meskipun belum terbangun secara sistemik dan saling menopang. Ketahanan komunitas diperkuat oleh peran kader lokal, tokoh masyarakat, serta pelaksanaan program Intervensi Berbasis Masyarakat (IBM) dan Rumah Kreatif dan Inovasi. Namun, disfungsi sosial, budaya diam, serta stigma negatif yang melekat pada identitas wilayah menjadi faktor yang terus menghambat penguatan ketahanan komunitas. Penelitian ini merekomendasikan pentingnya strategi intervensi berbasis komunitas yang bersifat partisipatif, kontekstual, dan berkelanjutan. | ||||||
