Abstract

This research aims to analyze the impact of coastal reclamation by PT Lotte Chemical Indonesia on the fishermen in Tanjung Peni, Cilegon City, through the lens of Human Security. Employing a phenomenological approach and qualitative methods, this study collected data through in-depth interviews with six key Partisipants and direct observation. The Human Security theory, emphasizing “Freedom from Fear” and “Freedom from Want,” forms the basis for analyzing the social and economic impacts of reclamation on the local fishermen of Tanjung Peni. The findings indicate that reclamation has led to environmental degradation, a decrease in fish catch, health issues, and economic insecurity for the fishermen. Additionally, there is a crisis of trust among the fishermen towards the company, NGOs, and the government due to unfulfilled compensation promises and their minimal involvement in the planning and oversight of the project. This study underscores the importance of fair and inclusive policies to protect the welfare of coastal communities in the context of sustainable development.

Penelitian ini bertujuan untuk menganalisis dampak reklamasi pesisir oleh PT Lotte Chemical Indonesia terhadap nelayan di Tanjung Peni, Kota Cilegon, melalui perspektif Human Security. Menggunakan pendekatan fenomenologi dan metode kualitatif, penelitian ini mengumpulkan data melalui wawancara mendalam dengan enam Partisipan utama serta observasi langsung. Teori Human Security yang menekankan “Freedom from Fear” dan “Freedom from Want” menjadi landasan analisis dampak sosial dan ekonomi reklamasi terhadap nelayan lokal Tanjung Peni. Hasil penelitian menunjukkan bahwa reklamasi menyebabkan degradasi lingkungan, penurunan hasil tangkapan ikan, serta gangguan kesehatan dan ketidakamanan ekonomi bagi nelayan. Selain itu, terdapat krisis kepercayaan nelayan terhadap perusahaan, LSM, dan pemerintah akibat janji kompensasi yang tidak terealisasi dan minimnya keterlibatan mereka dalam proses perencanaan dan pengawasan proyek. Penelitian ini menggarisbawahi pentingnya kebijakan yang adil dan inklusif untuk melindungi kesejahteraan masyarakat pesisir dalam konteks pembangunan berkelanjutan.
