Abstract
This study focuses on the implementation of the Regent Regulation (Perbup) of Lebak Regency Number 45 of 2019 concerning the reduction of plastic bag usage. The main objective of this research is to evaluate the effectiveness of this policy in reducing the community's dependence on plastic bags, particularly in traditional markets. Environmental issues, especially those caused by plastic waste, have become a major concern for local governments. In this context, the Regent Regulation was issued as a concrete effort to address the problem. This research employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving informants from the Department of Environment and Sanitation (DLHK), retail business actors, traditional market managers, and plastic bag users. The analysis is based on the policy implementation model by Van Meter and Van Horn, which includes six variables: policy standards and objectives, resources, characteristics of the implementing agents, disposition of the implementers, inter-organizational communication, and the social, economic, and political environment. The findings indicate that the implementation of the regulation has not been optimal. The high rate of plastic bag usage in traditional markets reflects public resistance to behavioral change. The use of eco-friendly bags is not yet widespread, although their availability increases annually. Contributing factors include relatively high prices, ingrained habits, and a lack of education and incentives. Moreover, weak supervision and the absence of strict sanctions reduce the deterrent effect of the policy. This study concludes that for the regulation to be successful, synergy is required through improved public education, strengthened regulations, provision of incentives, and consistent monitoring. The local government also needs to involve the private sector and local communities to build a collaborative ecosystem for reducing plastic waste.

Tujuan utama penelitian ini adalah untuk mengetahui pelaksanaan kebijakan tersebut dalam mengurangi ketergantungan masyarakat terhadap kantong plastik, khususnya di pasar-pasar tradisional. Masalah lingkungan, terutama yang disebabkan oleh sampah plastik, menjadi perhatian utama pemerintah daerah. Dalam konteks ini, Peraturan Bupati diterbitkan sebagai upaya konkret untuk menanggulangi persoalan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan non partisipan. Analisis dilakukan menggunakan model implementasi kebijakan dari Van Meter dan Van Horn, yang meliputi enam dimensi: ukuran dan tujuan kebijakan, sumber daya, karakteristik pelaksana, disposisi pelaksana, komunikasi antar organisasi, serta kondisi sosial, ekonomi, dan politik. Hasil penelitian menunjukkan bahwa implementasi Perbup belum berjalan secara optimal. Masih tingginya angka penggunaan kantong plastik di pasar tradisional mencerminkan resistensi masyarakat terhadap perubahan perilaku. Penggunaan tas ramah lingkungan belum masif, meskipun ketersediaannya meningkat setiap tahun. Faktor penyebabnya meliputi harga yang relatif mahal, kebiasaan lama, serta minimnya edukasi dan insentif. Selain itu, lemahnya pengawasan dan tidak adanya sanksi tegas membuat kebijakan ini tidak menimbulkan efek jera. Penelitian ini menyimpulkan bahwa Perbup dapat berhasil, diperlukan sinergi antara peningkatan edukasi, penguatan regulasi, penyediaan insentif, dan konsistensi dalam pengawasan. Pemerintah daerah juga perlu melibatkan sektor swasta dan komunitas lokal untuk membentuk ekosistem kolaboratif dalam pengurangan sampah plastik. | ||||||
