Abstract
Tourism is one of the key natural potentials that plays an important role in regional economic development. In Lebak Regency, particularly in Sukanegara Village, there is a natural tourist attraction called Bukit Curahem, which holds significant potential but has not been optimally managed. Unfortunately, this tourism site has been neglected, even though it should be a priority for the Department of Culture and Tourism of Lebak Regency. The research identifies two main problems: How is the authority of the Department of Culture and Tourism of Lebak Regency in managing the Bukit Curahem natural tourism site based on Law Number 10 of 2009 concerning Tourism? and What are the inhibiting factors in managing the Bukit Curahem natural tourism site in Sukanegara Village, Gunungkencana District, Lebak Regency? This study uses Authority Theory and Management Theory. The method applied is empirical juridical with a qualitative approach. Data were obtained from secondary sources and supported by primary data through interviews with the Department of Culture and Tourism of Lebak Regency and the Head of Sukanegara Village. The research findings, based on Article 26—which regulates the obligations of local governments to provide infrastructure, create a conducive environment, and ensure sustainability of tourism resources—and Article 27—which emphasizes the role of local governments in enhancing community and business sector participation—indicate that the Department has not fully implemented these responsibilities. Efforts have been limited to monitoring and communication, without adequate cross-sector coordination, supporting facilities, or community empowerment. The main inhibiting factors include lack of coordination among stakeholders, limited budget, inadequate facilities, and low community involvement. In conclusion, the authority of the Department of Culture and Tourism in managing Bukit Curahem has not been maximally exercised. The researcher suggests that the department become more active and committed in developing this tourism potential to support regional economic growth.

| Additional Information: | Pariwisata merupakan salah satu potensi alam yang penting bagi pembangunan ekonomi daerah. Kabupaten Lebak, Desa Sukanegara, terdapat objek wisata alam Bukit Curahem yang memiliki potensi besar namun belum dikelola secara optimal. Akan tetapi, wisata tersebut terabaikan, seharusnya menjadi prioritas Dinas Kebudayaan dan Pariwisata Kabupaten Lebak. Identifikasi masalah dalam penelitian ini adalah Bagaimana Kewenangan Dinas Kebudayaan dan Pariwisata Kabupaten Lebak dalam Pengelolaan Wisata Alam Bukit Curahem Berdasarkan Undang-Undang Nomor 10 Tahun 2009 Tentang Kepariwisataan? dan Apa faktor penghambat dalam mengelola objek wisata alam Bukit Curahem di desa Sukanegara, Kecamatan Gunungkencana, Kabupaten Lebak? Teori yang digunakan adalah Teori Kewenangan dan Teori Pengelolaan. Metode yang digunakan adalah yuridis empiris dengan pendekatan kualitatif. Data diperoleh dari sumber sekunder dan diperkuat dengan data primer berupa wawancara bersama pihak Dinas Kebudayaan dan Pariwisata Kabupaten Lebak serta Kepala Desa Sukanegara. Hasil penelitian berdasarkan Pasal 26 mengatur kewajiban pemerintah daerah dalam menyediakan sarana dan prasarana, menciptakan iklim yang kondusif, serta menjamin keberlanjutan sumber daya pariwisata. Sementara itu, Pasal 27 menekankan peran pemerintah daerah dalam meningkatkan peran serta masyarakat dan dunia usaha. Menunjukkan bahwa Dinas Kebudayaan dan Pariwisata Kabupaten Lebak belum sepenuhnya menjalankan kewajiban sebagaimana diamanatkan kedua pasal tersebut. Upaya yang telah dilakukan terbatas pada pemantauan dan komunikasi, namun belum dibarengi dengan penguatan koordinasi lintas sektor, penyediaan fasilitas pendukung, dan pemberdayaan masyarakat. Faktor-faktor penghambatnya meliputi kurangnya koordinasi antar pihak terkait, keterbatasan anggaran, sarana yang tidak memadai, serta keterlibatan masyarakat yang masih rendah. Kesimpulannya, kewenangan Dinas Kebudayaan dan Pariwisata Kabupaten Lebak dalam mengelola wisata alam Bukit Curahem belum dijalankan secara maksimal. Saran dari peneliti agar Dinas Kebudayaan dan Pariwisata Kabupaten Lebak lebih aktif dan serius dalam mengembangkan potensi wisata ini demi menunjang pertumbuhan ekonomi daerah. | |||||||||
