Abstract
This study aims to describe and analyze the social campaign conducted by the Pandeglang Journalist Working Group (Porwan) in developing digital literacy among the community. This study uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews, non-participant observation, and documentation. The findings show that Porwan members have gradually adapted their work practices through intergenerational learning, competence enhancement via training, and reinforcement of ethics and professionalism. Porwan actively conducts digital literacy social campaigns both formally through training and institutional collaboration and informally through community-based approaches, education for content creators, and assistance to local social media administrators. These campaigns address the four pillars of digital literacy: digital skills, digital ethics, digital safety, and digital culture. This research reveals internal challenges such as disparities in digital skills among members and low awareness of the importance of professional certification, as well as external challenges including low public digital literacy and limited infrastructure access. Nevertheless, Porwan demonstrates adaptive capacity by combining technology with direct communication tailored to local contexts. The findings are analyzed through the lenses of Technological Determinism Theory and the Social Responsibility Theory of the Press, which emphasize that technology is not merely a tool but also shapes communication patterns, and that the press has a moral obligation to build an informed society. This study also reinforces the conceptual understanding of social campaigns, working groups, journalism, and digital literacy as forms of social practice.

| Additional Information: | Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kampanye sosial Kelompok Kerja Wartawan Pandeglang (Porwan) dalam mengembangkan literasi digital masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi non-partisipan, dan dokumentasi. Hasil penelitian menunjukkan bahwa adaptasi kerja anggota Porwan dilakukan secara bertahap, mencakup pembelajaran antargenerasi, peningkatan kompetensi melalui pelatihan, serta penguatan etika dan profesionalisme. Porwan juga aktif melakukan kampanye sosial literasi digital baik secara formal melalui pelatihan dan kolaborasi kelembagaan, maupun secara informal melalui pendekatan komunitas, edukasi kepada konten kreator, dan pendampingan admin media sosial lokal. Kampanye ini menyentuh empat pilar literasi digital yaitu digital skills, digital ethics, digital safety, dan digital culture. Penelitian ini menemukan bahwa Porwan menghadapi tantangan internal berupa ketimpangan kemampuan digital dan rendahnya kesadaran akan pentingnya sertifikasi profesi, serta tantangan eksternal seperti rendahnya literasi digital masyarakat dan terbatasnya akses infrastruktur. Namun demikian, Porwan menunjukkan kemampuan adaptif dengan memadukan teknologi dan komunikasi langsung yang sesuai dengan konteks lokal.Temuan penelitian ini dikaitkan dengan teori Determinisme Teknologi dan Teori Pers Tanggung Jawab Sosial, yang menunjukkan bahwa teknologi tidak hanya sebagai alat, tetapi turut membentuk pola komunikasi, dan bahwa pers memiliki tanggung jawab moral dalam membangun masyarakat melek informasi. Penelitian ini juga memperkuat konsep kampanye sosial, kelompok kerja, wartawan, serta literasi digital sebagai praktik sosial. | ||||||
