Abstract
The issue of waste has become an urgent problem in Kasemen District, Serang City, as indicated by the large number of illegal dumping sites, low public awareness, and suboptimal enforcement of regulations. This study aims to examine the implementation of Serang City Regional Regulation Number 7 of 2021 concerning Waste Management in Kasemen District. The study applies George C. Edward III’s policy implementation model, which includes four aspects: communication, resources, disposition, and bureaucratic structure. This research uses a descriptive qualitative method with data collection techniques including observation, interviews, documentation, and literature study. The findings reveal that the implementation of the policy has not been fully effective. Communication between stakeholders remains ineffective, supporting facilities such as waste transport fleets and disposal sites are limited, and public participation is still low. Moreover, the commitment of implementers is inconsistent, and inter-institutional coordination is not optimal. Although this regulation has a strong legal foundation, its implementation in the field has not yet reached its intended goals. Therefore, it is recommended that the government increase the intensity of socialization efforts, provide adequate infrastructure, strengthen bureaucratic capacity, and enforce sanctions strictly to support more effective and sustainable waste management.

| Additional Information: | Permasalahan sampah menjadi isu mendesak di Kecamatan Kasemen, Kota Serang, ditandai dengan masih banyaknya titik penumpukan sampah liar, rendahnya kesadaran masyarakat, serta belum optimalnya penegakan aturan. Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Daerah Kota Serang Nomor 7 Tahun 2021 tentang Pengelolaan Sampah di Kecamatan Kasemen. Penelitian ini menggunakan teori implementasi kebijakan George C. Edward III yang mencakup empat aspek: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan belum berjalan maksimal. Komunikasi antar pihak belum efektif, fasilitas pendukung seperti armada dan tempat pembuangan terbatas, serta partisipasi masyarakat masih rendah. Di sisi lain, komitmen pelaksana belum sepenuhnya konsisten dan koordinasi antar lembaga belum optimal. Perda ini telah memiliki dasar hukum yang kuat, namun implementasinya belum sepenuhnya efektif di lapangan. Untuk itu, disarankan agar pemerintah meningkatkan intensitas sosialisasi, melengkapi sarana prasarana, memperkuat kapasitas birokrasi, dan menerapkan sanksi secara tegas guna mendukung pengelolaan sampah yang lebih baik dan berkelanjutan. | ||||||
