Abstract

The construction project of PT ABC, which is a battery factory project that has been running for about a year. Currently, the project has reached the landfill stage. This study aims to identify hazards, assess risks, and design occupational safety controls on the PT ABC construction project with an integrative approach using the Hazard Identification, Risk Assessment, and Determining Control (HIRADC), Job Safety Analysis (JSA), and Fault Tree Analysis (FTA) methods. The main focus of the study was directed at three work areas: the office area, the cleaning area, and the landfill area. The results of the analysis showed that the landfill area was the area with the highest risk level (Very High category), due to the high interaction between workers, heavy equipment, and the potential for complex physical and mechanical hazards. The most significant risks identified were fires due to fuel leaks and serious injuries due to workers being hit or trapped by heavy equipment. To analyze and understand these risks more deeply, further analysis was carried out using JSA to detail the work sequence and design appropriate controls. Furthermore, the FTA method was used to trace the root causes of the top accident events, such as lack of operator training, no SOPs, and weak supervision in the work area. Based on the results of the analysis, a control strategy was designed in the form of installing safety signs in two languages (Indonesian and English), determining exclusion zones, providing personal protective equipment (PPE), and preparing and implementing standard operating procedures (SOP). As well as the project layout as information on the installation of safety signs that have been made. The results of this study indicate that the application of the HIRADC and JSA methods in an integrated manner can increase the effectiveness of the K3 management system in the field and reduce the potential for work accidents in construction projects.

Additional Information: Proyek pembangunan PT ABC yang merupakan pabrik batu baterai yang sudah berjalan sekitar satu tahun. Saat ini, proyek tersebut sudah sampai tahap pengurugan tanah. Penelitian ini bertujuan untuk mengidentifikasi bahaya, menilai risiko, dan merancang pengendalian keselamatan kerja pada proyek konstruksi PT ABC dengan pendekatan integratif menggunakan metode Hazard Identification, Risk Assessment, and Determining Control (HIRADC), Job Safety Analysis (JSA), dan Fault Tree Analysis (FTA). Fokus utama penelitian diarahkan pada tiga area kerja: area office, area pembersihan, dan area pengurugan tanah. Hasil analisis menunjukkan bahwa area pengurugan tanah merupakan area dengan tingkat risiko tertinggi (kategori Very High), disebabkan oleh tingginya interaksi antara pekerja, peralatan berat, serta potensi bahaya fisik dan mekanik yang kompleks. Risiko paling signifikan yang teridentifikasi adalah kebakaran akibat kebocoran bahan bakar dan cedera serius akibat pekerja tertabrak atau terjepit alat berat. Untuk mengurai dan memahami lebih dalam risiko tersebut, dilakukan analisis lanjutan menggunakan JSA untuk mendetailkan urutan kerja dan merancang pengendalianyang sesuai. Selanjutnya, metode FTA digunakan untuk menelusuri akar penyebab dari top event kecelakaan, seperti kurangnya pelatihan operator, tidak adanya SOP, hingga lemahnya pengawasan di area kerja. Berdasarkan hasil analisis tersebut, dirancang strategi pengendalian berupa pemasangan safety sign dalam dua bahasa (Indonesia dan Inggris), penetapan zona ekslusi, penyediaan alat pelindung diri (APD), serta penyusunan dan implementasi prosedur operasional standar (SOP). Serta layout proyek sebagai informasi pemasangan safety sign yang telah dibuat. Hasil penelitian ini menunjukkan bahwa penerapan metode HIRADC dan JSA secara terpadu mampu meningkatkan efektivitas sistem manajemen K3 di lapangan dan menurunkan potensi kecelakaan kerja pada proyek konstruksi.
