Abstract
This study aims to analyze the process of organizing halal certification for Micro and Small Business Actors (MSEs) in Banten Province, which is based on the fact that there are still many business actors who do not have halal certificates in running their businesses. The method used is field research with a qualitative descriptive approach. The sample in this study consisted of 45 MSEs in Banten Province and the Halal Product Guarantee Agency (BPJPH) Banten Province as the certification organizer. The analytical tools used in this research are PESTEL and SWOT to assess the effectiveness of the strategy for organizing halal certification in Banten Province. The results of the analysis show that external factors such as national regulations, government policy support, and advances in digital technology are the main strengths in supporting the implementation of halal certification. However, significant challenges are still faced in the form of limited resources, low literacy or awareness of halal and digitalization, and resistance of business actors to regulations. This condition opens up opportunities for increasing public awareness and cross-sector cooperation, including religious institutions and cooperatives, to strengthen education and assistance channels. The proposed strategy emphasizes the importance of collaboration, increasing access to information, and providing economic incentives to achieve a wider halal certification target among MSEs in Banten Province. This research is expected to be a strategic input for the government and stakeholders in an effort to improve the quality and quantity of halal certification to support the competitiveness of MSE products nationally and internationally.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis proses penyelenggaraan sertifikasi halal bagi Pelaku Usaha Mikro dan Kecil (UMK) di Provinsi Banten, yang didasari masih banyaknya pelaku usaha yang belum memiliki sertifikat halal dalam menjalankan usahanya. Metode yang digunakan adalah penelitian lapangan dengan pendekatan deskriptif kualitatif. Sampel dalam penelitian ini terdiri dari 45 pelaku UMK di Provinsi Banten serta Badan Penyelenggara Jaminan Produk Halal (BPJPH) Provinsi Banten sebagai pihak penyelenggara sertifikasi. Alat analisis yang digunakan dalam penelitian ini adalah PESTEL dan SWOT untuk menilai efektivitas strategi penyelenggaraan sertifikasi halal di Provinsi Banten. Hasil analisis menunjukkan bahwa faktor eksternal seperti regulasi nasional, dukungan kebijakan pemerintah, dan kemajuan teknologi digital menjadi kekuatan utama dalam mendukung pelaksanaan sertifikasi halal. Namun, tantangan signifikan masih dihadapi berupa keterbatasan sumber daya, rendahnya literasi atau kesadaran halal dan digitalisasi, serta resistensi pelaku usaha terhadap regulasi. Kondisi ini membuka peluang bagi peningkatan kesadaran masyarakat dan kerjasama lintas sektor, termasuk lembaga keagamaan dan koperasi, untuk memperkuat jalur edukasi dan pendampingan. Strategi yang diusulkan menekankan pentingnya kolaborasi, peningkatan akses informasi, dan pemberian insentif ekonomi guna mencapai target sertifikasi halal yang lebih luas di kalangan UMK di Provinsi Banten. Penelitian ini diharapkan dapat menjadi masukan strategis bagi pemerintah dan pemangku kepentingan dalam upaya meningkatkan kualitas dan kuantitas sertifikasi halal guna mendukung daya saing produk UMK secara nasional maupun internasional. | |||||||||
