Abstract

Indonesia's food security is threatened because the ability to produce rice is decreasing while the amount of rice consumption is increasing along with the population growth. As a province that borders directly with the capital city, it has the responsibility to become one of the food barns for the capital city. However, this demand could be just a hope if Banten Province has not been able to meet the rice consumption of its own population. Therefore, the purpose of this study is to analyze the effect of rice harvest area, rice production, and population on food security in Banten Province, as well as to analyze the gap between the availability and need for rice to achieve food security. The method used is panel data regression and Recommended Dietary Allowance (RDA), using time series data for 2020-2024 sourced from BPS, the Department of Agriculture, and the Banten Province Food Security Agency. The results of the study showed that the area of rice harvest had no significant effect, rice production had a positive and significant effect, and the population had a negative and significant effect. Simultaneously, the independent variables affected food security in Banten Province. The gap analysis shows that there is a gap between the availability and need for rice. The rice projection in 2028 reaches 2,986,948 tons with a population of 13,041,128 people. While in 2024 the availability of rice is only 889,822 tons, so 2,087,126 tons are needed to meet the rice needs.

Additional Information: Ketahanan pangan Indonesia terancam karena kemampuan produksi beras menurun sementara jumlah konsumsi beras meningkat seiring pertambahan penduduk. Sebagai provinsi yang berbatasan langsung dengan ibu kota, provinsi ini memiliki tanggung jawab untuk menjadi salah satu lumbung pangan bagi ibu kota. Namun, permintaan ini bisa jadi hanya harapan jika Provinsi Banten belum mampu memenuhi konsumsi beras penduduknya sendiri. Oleh karena itu, tujuan penelitian ini adalah menganalisis pengaruh luas panen padi, produksi padi, dan jumlah penduduk terhadap ketahanan pangan di Provinsi Banten, serta menganalisis kesenjangan antara ketersediaan dan kebutuhan beras untuk mencapai ketahanan pangan. Metode yang digunakan adalah regresi data panel dan Angka Kecukupan Gizi (AKG), dengan menggunakan data deret waktu tahun 2020-2024 yang bersumber dari BPS, Dinas Pertanian, dan Badan Ketahanan Pangan Provinsi Banten. Hasil penelitian menunjukkan bahwa luas panen padi tidak berpengaruh nyata, produksi padi berpengaruh positif dan signifikan, dan jumlah penduduk berpengaruh negatif dan signifikan. Secara simultan, variabel-variabel independen tersebut berpengaruh terhadap ketahanan pangan di Provinsi Banten. Analisis kesenjangan menunjukkan adanya kesenjangan antara ketersediaan dan kebutuhan beras. Proyeksi beras pada tahun 2028 mencapai 2.986.948 ton dengan jumlah penduduk 13.041.128 jiwa. Sementara pada tahun 2024, ketersediaan beras hanya 889.822 ton, sehingga dibutuhkan 2.087.126 ton untuk memenuhi kebutuhan beras.
