Abstract
This research aims to evaluate the policy implementation of the Waste Bank Center Management by the East Jakarta City Government as a strategic effort to reduce waste generation and increase community participation in environmental management. The study employs a qualitative method with a case study approach, utilizing data collection techniques such as in-depth interviews, observation, and documentation. The theoretical framework used in this study refers to Leo Agustino’s policy evaluation model, which consists of five key indicators: (1) Human Resources, (2) Institutional Capacity, (3) Infrastructure and Facilities, (4) Financial Support, and (5) Supporting Regulations. The results indicate that, although the Waste Bank Center policy has been implemented, it still faces several challenges. In terms of human resources, there is a lack of competent personnel and volunteers. Institutionally, coordination between work units and community groups remains suboptimal. Infrastructure such as storage facilities, sorting tools, and transportation is still inadequate. Financially, operational funding relies heavily on limited regional government allocations. Meanwhile, in terms of regulation, existing legal frameworks such as Governor and Regional Regulations are in place, but their implementation has not been fully effective on the ground. This study recommends improving human resource capacity, strengthening institutional coordination through cross-sector collaboration, fulfilling standard-compliant facilities and infrastructure, and optimizing regulatory support in the form of stricter oversight and concrete incentives. The evaluation is expected to serve as a reference for improving sustainable and participatory waste management policies in East Jakarta.

| Additional Information: | Penelitian ini bertujuan untuk mengevaluasi kebijakan pengelolaan Bank Sampah Induk pada Pemerintah Kota Jakarta Timur sebagai upaya strategis dalam mendukung pengurangan timbulan sampah dan peningkatan partisipasi masyarakat dalam pengelolaan lingkungan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus, melalui teknik pengumpulan data berupa wawancara mendalam, observasi, dan dokumentasi.Teori yang digunakan dalam penelitian ini merujuk pada model evaluasi kebijakan menurut Leo Agustino, yang mencakup lima indikator utama, yaitu: (1) Sumber Daya Manusia, (2) Kelembagaan, (3) Sarana dan Prasarana, (4) Finansial, dan (5) Regulasi Pendukung. Hasil penelitian menunjukkan bahwa secara umum kebijakan pengelolaan Bank Sampah Induk telah berjalan, namun masih menghadapi berbagai kendala. Dari sisi SDM, terdapat keterbatasan tenaga pengelola dan relawan yang kompeten. Dari aspek kelembagaan, koordinasi antarunit kerja dan komunitas belum optimal. Sarana dan prasarana seperti tempat penyimpanan, alat pemilah, dan transportasi juga belum memadai. Dalam aspek finansial, pendanaan operasional masih bergantung pada alokasi terbatas dari pemerintah daerah. Sementara itu, secara regulatif, sudah terdapat landasan hukum berupa Peraturan Gubernur dan Peraturan Daerah, namun implementasinya belum sepenuhnya efektif di lapangan.Penelitian ini merekomendasikan peningkatan kapasitas SDM, penguatan kelembagaan melalui sinergi lintas sektor, pemenuhan sarana dan prasarana yang sesuai standar, serta optimalisasi dukungan regulasi dalam bentuk pengawasan dan insentif yang lebih konkret. Diharapkan evaluasi ini dapat menjadi bahan perbaikan kebijakan pengelolaan sampah yang berkelanjutan dan partisipatif di wilayah Jakarta Timur. | ||||||
