Abstract
This study aims to evaluate the implementation of Smart City in the Smart Environment aspect through the Co-firing program in Cilegon City. The Co-firing program is a program to replace some coal with fuel made from garbage or waste, such as RDF (Refuse-Derived Fuel). This helps achieve sustainable development goals and reduce greenhouse gas emissions. The approach used is qualitative with the intrinsic case study method used in this thesis. The results of the study indicate that the Co-firing program needs to be started immediately in Cilegon City because of the large amount of market and household waste. The waste is caused by the large number of immigrants from outside Cilegon City who are looking for a use in this city. On the other hand, there are still problems with the input side, such as not having enough RDF raw materials and not having enough facilities to process waste. In terms of process, there is not enough coordination between institutions and community involvement. In terms of results, the benefits of the program can be seen, although they are still limited. To help this program succeed, the researcher suggests that the government do more to make it easier for larger RDF factories to obtain permits, involve the private sector in corporate social responsibility (CSR), and educate more people about the importance of sorting waste. The joint burning program should be a real step towards creating smarter and more environmentally friendly cities because it brings together groups that work well together.

| Additional Information: | Penelitian ini bertujuan untuk mengevaluasi penerapan Smart City dalam aspek Smart Environment melalui program Co-firing di Kota Cilegon. Program Co-firing merupakan program pengganti sebagian batu bara dengan bahan bakar yang terbuat dari sampah atau limbah, seperti RDF (Refuse-Derived Fuel). Hal ini membantu mencapai tujuan pembangunan berkelanjutan dan menurunkan emisi gas rumah kaca. Pendekatan yang digunakan yaitu kualitatif dengan metode studi kasus intrinsik digunakan dalam Skripsi ini. Hasil penelitian menunjukkan bahwa program Co-firing perlu segera dimulai di Kota Cilegon karena banyaknya sampah pasar dan rumah tangga. Sampah tersebut diakibatkan karena banyak sekali pendatang dari luar Kota Cilegon yang mencari peruntukan di kota ini. Di sisi lain, masih ada masalah dengan sisi input, seperti tidak memiliki cukup bahan baku RDF dan tidak memiliki cukup fasilitas untuk memproses sampah. Dari segi proses, tidak ada cukup koordinasi antara lembaga dan keterlibatan masyarakat. Dari segi hasil, manfaat program dapat dilihat, meskipun masih terbatas. Untuk membantu program ini berhasil, peneliti menyarankan agar pemerintah berbuat lebih banyak untuk mempermudah pabrik RDF yang lebih besar mendapatkan izin, melibatkan sektor swasta dalam tanggung jawab sosial perusahaan (CSR), dan mengajarkan lebih banyak orang tentang betapa pentingnya memilah sampah. Program pembakaran bersama harus menjadi langkah nyata menuju terwujudnya kota yang lebih cerdas dan lebih ramah lingkungan karena program ini menyatukan kelompok-kelompok yang bekerja sama dengan baik. | ||||||
