Abstract
Child marriage remains a serious issue in Serang City, despite various efforts to reduce it. One of the programs initiated by the government is the Family Learning Center (PUSPAGA), which aims to strengthen families through counseling services and parenting education. This study aims to evaluate the implementation of the PUSPAGA Program in Serang City in an effort to prevent child marriage. This research uses qualitative methods by analyzing interview results, observations, and documentation. The results of this study indicate that based on the program evaluation presented by Agustino's Program Evaluation (2023), the implementation of the program has not been optimal. Various obstacles were found, such as limited Budget and facilities, minimal institutional collaboration, and still high rates of child marriage that do not meet the established targets. PUSPAGA has provided counseling and education services, however, these efforts have not yet succeeded In significantly reducing the number of child marriages.

| Additional Information: | Pernikahan usia anak masih menjadi persoalan serius di Kota Serang, meskipun berbagai upaya telah dilakukan untuk menurunkannya. Salah satu program yang diinisiasi pemerintah adalah Pusat Pembelajaran Keluarga (PUSPAGA), yang bertujuan meningkatkan ketahanan keluarga melalui layanan konseling dan edukasi pengasuhan. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Program Puspaga Kota Serang dalam upaya pencegahan pernikahan usia anak. Penelitian ini menggunakan metode Kualitatif dengan menganalisis hasil wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa berdasarkan evaluasi program yang dikemukakan oleh Evaluasi Program Agustino (2023), menunjukkan bahwa pelaksanaan program belum berjalan optimal. Ditemukan berbagai kendala seperti kekurangan konselor bersertifikat, terbatasnya anggaran dan fasilitas, serta masih tingginya angka pernikahan usia anak yang belum sesuai dengan target yang ditetapkan. PUSPAGA telah memberikan layanan konseling dan edukasi, namun upaya tersebut belum mampu menekan angka pernikahan anak secara signifikan. | ||||||
