Abstract
This study examines the effectiveness of implementing the Cilegon Electronic Licensing System (SIPECI) in the city of Cilegon. The background of this research is to determine whether the introduction of SIPECI has facilitated and simplified the licensing process for the residents of Cilegon. SIPECI itself is a system designed for conducting licensing processes online. This study employs Campbell J.P.'s theory of effectiveness using a qualitative research method. The findings of the analysis conducted by the researcher indicate that SIPECI has not yet achieved the desired level of effectiveness. Although SIPECI aims to simplify the process for citizens to apply for permits, in reality, there are still many obstacles that cause inconvenience. A portion of the community is still unaware of SIPECI’s existence, and various technical issues hinder its use. Consequently, instead of providing ease, SIPECI has become a source of difficulty for some users.

| Additional Information: | Penelitian ini menjelaskan mengenai Efektivitas Penerapan Sistem Perizinan Elektronik Cilegon (SIPECI) Dikota Cilegon. Latar belakang penelitian ini yaitu ingin melihat apakah setelah adanya SIPECI masyarakat merasa terbantu dan dipermudah untuk melakukan perizinan di Kota Cilegon. SIPECI itu sendiri merupakan sebuah sistem untuk melakukan perizinan secara online. Penelian ini menggunakann teori efektivitas dari Campbell J.P dengan menggunakan metode penelitian kualitatif. Hasil analisis yang dilakukan peneliti menunjukkan bahwa SIPECI belum mencapai efektivitas yang diharapkan. Meskipun SIPECI bertujuan untuk memudahkan masyarakat dalam mengajukan permohonan izin, kenyataannya masih banyak kendala yang menyebabkan ketidaknyamanan. Sebagian masyarakat masih belum mengetahui keberadaan SIPECI, dan terdapat berbagai masalah teknis yang menghambat penggunaannya. Akibatnya, bukannya memberikan kemudahan, SIPECI justru menjadi sumber kesulitan bagi beberapa pengguna. | ||||||
