Abstract
This study aims to explore (1) The stages of community empowerment through horticultural plant cultivation among farmer groups in the Kapudenok Neighborhood, Cilegon City; (2) The challenges faced by farmer groups in implementing the stages of community empowerment through horticultural cultivation; and (3) The achievements in family welfare through horticultural cultivation among farmer groups in the Kapudenok Neighborhood, Cilegon City. This research employs a qualitative approach with a descriptive method. The data collection techniques used in this study include observation, interviews, and documentation. The data sources consist of 7 informants, including 1 garden owner and 6 members of the farmer group. The findings show that (1) Overall, community empowerment in the Kapudenok Neighborhood is running well through several stages location selection, community empowerment socialization, community empowerment, and community independence; (2) The challenges faced by the farmer groups in implementing community empowerment include budget constraints, inadequate facilities and infrastructure, and low community participation, all of which are factors that hinder empowerment efforts; and (3) Based on the indicators of family welfare achievement, the farmer groups in the Kapudenok Neighborhood fall into the category of Welfare Family Stage 1, where families are able to meet their basic needs at a minimal level but are not yet able to fulfill their psychological needs.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui (1) Tahapan-tahapan pemberdayaan masyarakat melalui budidaya tanaman hortikultura pada kelompok tani di Lingkungan Kapudenok Kota Cilegon; (2) Tantangan yang dihadapi oleh kelompok tani di Lingkungan Kapudenok Kota Cilegon dalam melaksanakan tahapan-tahapan pemberdayaan masyarakat melalui budidaya tanaman hortikultura; dan (3) Capaian kesejahteraan keluarga melalui budidaya tanaman hortikultura pada kelompok tani di Lingkungan Kapudenok Kota Cilegon. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi. Sumber data dari penelitian ini terdiri dari 7 informan, yang terdiri dari 1 orang pemilik kebun dan 6 orang kelompok tani. Adapun hasil penelitian menunjukkan bahwa (1) Secara keseluruhan, pemberdayaan masyarakat di Lingkungan Kapudenok berjalan dengan baik melalui tahap seleksi lokasi, tahap sosialisasi pemberdayaan masyarakat, tahap pemberdayaan masyarakat dan tahap pemandirian masyarakat; (2) Tantangan yang dihadapi oleh kelompok tani di Lingkungan Kapudenok dalam melaksanakan pemberdayaan masyarakat yaitu anggaran, sarana dan prasarana serta partisipasi masyarakat yang termasuk kedalam faktor penghambat pemberdayaan masyarakat; dan (3) Dilihat dari indikator-indikator capaian kesejahteraan keluarga, kelompok tani di Lingkungan Kapudenok berada pada tahap Keluarga Sejahtera 1 yang dimana pada tahap ini keluarga mampu memenuhi kebutuhan dasarnya secara minimal namun belum mampu memenuhi kebutuhan psikologisnya. | |||||||||
