Abstract
This study aims to analyze the quality of life of women in the Family Planning (FP) program services in Serang City, with a specific focus on the phenomenon of unmet need viewed from a gender perspective. The research employs a qualitative approach. The analysis is guided by Martha Nussbaum’s capability theory, which encompasses ten dimensions of quality of life: life, bodily health, bodily integrity, senses/imagination/thought, emotions, affiliation, practical reason, relationship with other species, play, and control over one’s environment. Data were collected through in-depth interviews with ten key informants representing a diversity of perspectives, including service users, policymakers, practitioners, and community groups. The findings reveal that unmet need among women in Serang City is not solely caused by limited access to FP services, but is also driven by structural and cultural factors such as male dominance in household decision-making, low reproductive health literacy, unequal distribution of health facilities, and insufficient budget allocation for reproductive health programs. Additionally, patriarchal norms and social stigma serve as significant barriers for women to use contraception independently. These conditions impact women's basic capabilities, such as autonomy over their own bodies, mental well-being, and the ability to engage meaningfully in social life. This study recommends transforming FP services to be more gender-equitable, enhancing community-based education, and ensuring active female involvement in policy formulation. In doing so, women can be recognized as active subjects who shape their own lives, rather than mere objects of demographic policy.

Additional Information: | Penelitian ini bertujuan untuk menganalisis kualitas hidup perempuan dalam layanan program Keluarga Berencana (KB) di Kota Serang, dengan fokus pada fenomena unmet need yang dilihat dari perspektif gender. Pendekatan yang digunakan adalah kualitatif. Analisis dilakukan berdasarkan teori kapabilitas Martha Nussbaum yang mencakup sepuluh dimensi kualitas hidup: hidup, kesehatan tubuh, integritas tubuh, penggunaan indra/imajinasi/pikiran, emosi, afiliasi, pemikiran praktis, relasi, bermain, dan kontrol atas lingkungan. Data diperoleh melalui wawancara mendalam terhadap sepuluh informan kunci yang mencerminkan keragaman perspektif, baik dari pengguna layanan, penyedia kebijakan, praktisi, maupun kelompok masyarakat. Hasil penelitian menunjukkan bahwa unmet need pada perempuan di Kota Serang tidak hanya disebabkan oleh keterbatasan akses terhadap layanan KB, tetapi juga oleh faktor-faktor struktural dan kultural seperti dominasi laki-laki dalam pengambilan keputusan keluarga, rendahnya literasi reproduksi, distribusi fasilitas kesehatan yang tidak merata, serta minimnya alokasi anggaran untuk program kesehatan reproduksi. Selain itu, norma patriarkal dan stigma sosial menjadi hambatan signifikan bagi perempuan untuk menggunakan kontrasepsi secara mandiri. Kondisi ini berdampak pada terganggunya kapabilitas dasar perempuan, seperti kebebasan menentukan nasib tubuh sendiri, kesehatan mental, dan kemampuan untuk terlibat dalam kehidupan sosial secara bermakna. Penelitian ini merekomendasikan transformasi layanan KB yang berorientasi pada kesetaraan gender, peningkatan kapasitas edukasi komunitas, serta pelibatan aktif perempuan dalam formulasi kebijakan. Dengan demikian, perempuan dapat menjadi subjek aktif yang menentukan arah hidupnya, bukan sekadar objek dari kebijakan demografis semata | |||||||||
