Abstract

Stunting is a chronic nutritional problem that significantly affects children's physical growth and cognitive development. Kasemen Subdistrict in Serang City records the highest stunting prevalence compared to other subdistricts. To address this issue, the Serang City Government implemented the “Endog Kepiting” (Endog Kangge Pecil Dipune Boten Stunting) policy—a program distributing eggs to children at risk of stunting, supported by donations from civil servants (ASN). This study aims to analyze the implementation of the Endog Kepiting policy, identify the inhibiting factors, and formulate improvement efforts for its implementation in Kasemen Subdistrict. A descriptive qualitative approach was used, with data collected through in-depth interviews, observation, and documentation. The results show that the policy implementation faces several challenges, such as limited resources, weak inter-sectoral coordination, and low community awareness regarding the importance of proper nutrition. Nevertheless, the program succeeded in increasing the intake of animal protein for children and strengthening collaboration among the government, civil servants, and the community. The study concludes that the Endog Kepiting program has strong potential to accelerate stunting reduction but requires improvements in distribution, monitoring, and nutrition education. Stakeholder coordination and community involvement are key to its success. The recommendations include: (1) improving the logistics system for egg distribution to ensure better targeting and equity; (2) providing intensive education to parents on the importance of nutrition and healthy eating patterns; (3) diversifying funding sources beyond ASN donations by involving private sectors and CSR; and (4) conducting regular data-based evaluations to assess the program's direct impact on stunting reduction.

Additional Information: Stunting merupakan masalah gizi kronis yang berdampak pada pertumbuhan fisik dan perkembangan kognitif anak. Kecamatan Kasemen di Kota Serang mencatat prevalensi stunting tertinggi dibandingkan kecamatan lain. Untuk menanggulangi masalah ini, Pemerintah Kota Serang mengimplementasikan kebijakan “Endog Kepiting” (Endog Kangge Pecil Dipune Boten Stunting), yaitu program distribusi telur kepada anak-anak berisiko stunting dengan dukungan donasi dari ASN. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Endog Kepiting, mengidentifikasi faktor penghambat, serta merumuskan upaya perbaikan pelaksanaan kebijakan di Kecamatan Kasemen. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan mengalami hambatan seperti keterbatasan sumber daya, kurangnya koordinasi lintas sektor, serta kesadaran masyarakat yang masih rendah terkait pentingnya asupan gizi. Namun demikian, program ini berhasil meningkatkan asupan protein hewani bagi anak-anak dan memperkuat kolaborasi antara pemerintah, ASN, dan masyarakat. Kesimpulan dari penelitian ini menunjukkan bahwa program Endog Kepiting memiliki potensi besar dalam mempercepat penurunan angka stunting, namun memerlukan penguatan dalam aspek distribusi, pemantauan, dan edukasi. Koordinasi antar pemangku kepentingan dan partisipasi masyarakat menjadi kunci keberhasilan program. Saran yang diberikan antara lain: (1) Pemerintah Kota Serang perlu memperbaiki sistem logistik distribusi telur agar lebih tepat sasaran dan merata; (2) perlu dilakukan edukasi intensif kepada orang tua mengenai pentingnya gizi dan pola makan sehat; (3) sumber pendanaan sebaiknya diperluas tidak hanya bergantung pada donasi ASN, tetapi juga melibatkan sektor swasta dan CSR; serta (4) evaluasi berkala berbasis data diperlukan untuk mengukur dampak langsung program terhadap penurunan stunting.
