Abstract
This study examines the budget politics of the Indonesia-China High-Speed Rail (KCIC) Whoosh project. The construction of the Indonesia-China High-Speed Rail (KCIC) Whoosh is one of Indonesia’s strategic infrastructure projects, developed through bilateral cooperation between Indonesia and China. The objective of this research is to explore the dynamics of budget politics in the development of the Indonesia-China High-Speed Rail (KCIC) Whoosh project. This study employs a qualitative research method with a case study approach, focusing on an in-depth analysis of the budget politics surrounding the project. The research applies Irene S. Rubin’s (2021) budget politics theory, which consists of five main approaches: reform orientation, incrementalism, dominant interest determinism, budgetary process politics, and policymaking. The findings reveal that the KCIC Whoosh budget policy is influenced by complex political factors, including government decisions on funding policy changes, negotiations with foreign investors, and the interplay of interests among the central government, parliament, and the private sector. This study provides insights into budget politics shape large-scale infrastructure development and its implications for budget policy and national economic development.

| Additional Information: | Tulisan ini berisi kajian mengenai politik anggaran pembangunan proyek kereta cepat Indonesia China (KCIC) Whoosh. Pembangunan Kereta Cepat IndonesiaChina (KCIC) Whoosh merupakan salah satu proyek infrastruktur strategis yang melibatkan kerja sama bilateral antara Indonesia dan Tiongkok. Tujuan dari penelitian ini untuk mengetahui dinamika politik anggaran pembangunan proyek kereta cepat Indonesia China (KCIC) Whoosh . Metode penelitian yang digunakan dalam penulisan ini adalah metode kualitatif dengan pendekatan studi kasus, dengan fokus pada kasus yang terjadi secara mendalam mengenai dinamika politik anggaran pembangunan proyek kereta cepat Indonesia China (KCIC) Whoosh. Penelitian ini menganalisis politik anggaran dalam proyek pembangunan kereta cepat dengan menggunakan teori politik anggaran Rubin (2021), yang mencakup lima pendekatan utama: orientasi reformasi, incrementalism, determinisme kepentingan dominan, proses politik anggaran, dan pembuatan kebijakan. Hasil penelitian menunjukkan bahwa kebijakan anggaran proyek KCIC Whoosh dipengaruhi oleh faktor politik yang kompleks, mulai dari keputusan pemerintah dalam perubahan kebijakan pembiayaan, negosiasi dengan investor asing, hingga tarik-menarik kepentingan antara pemerintah pusat, DPR, dan sektor swasta. Studi ini memberikan wawasan mengenai politik anggaran yang mempengaruhi pembangunan infrastruktur berskala besar seperti Whoosh, serta implikasinya terhadap kebijakan anggaran dan pembangunan ekonomi nasional. | ||||||
