Abstract
Micro, Small, and Medium Enterprises (MSMEs) play an important role in supporting economic growth and achieving sustainable development goals, particularly SDG 9 which focuses on industry, innovation, and infrastructure. However, in practice, MSME still face various obstacles such as limited market access, business licensing, and lack of innovation. This research aims to formulate an appropriate MSME development strategy to increase the contribution to the achievement of SDGs 9. The methods used include Analytical Hierarchy Process (AHP) to determine the priority weights of various criteria, followed by Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to determine the best strategy, as well as the 5W+2H approach to systematically develop strategy implementation steps. The results show that the economic dimension is the top priority, with the sub-criteria of human resource training and licensing facilitation as the most influential factors. Product innovation strategy was selected as the best alternative with the highest preference value. This research provides recommendations for strategies that are measurable and can be used as a reference for government and MSMEs actors in supporting sustainable business development.

| Additional Information: | Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran penting dalam mendukung pertumbuhan ekonomi dan pencapaian tujuan pembangunan berkelanjutan, khususnya SDGs 9 yang berfokus pada industri, inovasi, dan infrastruktur. Namun, dalam praktiknya, UMKM masih menghadapi berbagai kendala seperti keterbatasan akses pasar, perizinan usaha, dan minimnya inovasi. Penelitian ini bertujuan untuk merumuskan strategi pengembangan UMKM yang tepat guna meningkatkan kontribusi terhadap pencapaian SDGs 9. Metode yang digunakan meliputi Analytical Hierarchy Process (AHP) untuk menentukan bobot prioritas dari berbagai kriteria, dilanjutkan dengan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) untuk menentukan strategi terbaik, serta pendekatan 5W+2H untuk menyusun langkah implementasi strategi secara sistematis. Hasil penelitian menunjukkan bahwa dimensi ekonomi menjadi prioritas utama, dengan sub-kriteria pelatihan sumber daya manusia dan fasilitasi perizinan sebagai faktor yang paling berpengaruh. Strategi inovasi produk terpilih sebagai alternatif terbaik dengan nilai preferensi tertinggi.
