Abstract
The rapid development of infrastructure without corresponding improvement in human resource quality may lead to social problems, including increased criminal activity in areas beneath flyovers. This situation creates public anxiety, particularly concerning children who are vulnerable to negative environmental influences while having limited access to literacy programs and empowerment activities. For these problems, TBM Kolong is present to provide empowerment to the af ected communities in the Ciputat flyover area through literacy activities. This study aims to: (1) analyze the implementation of social inclusion-based literacy programs by Kolong Community Reading Center (TBM), (2) describe TBM's management strategies in designing literacy programs for af ected communities, (3) examine stakeholder roles in supporting the literacy movement, and (4) identify benefits for children participating in Kolong TBM activities. Using an explanatory descriptive method with qualitative approach, the research reveals that Kolong TBM successfully empowers communities through literacy programs involving volunteers and stakeholders, creates inclusive learning spaces, and reduces the area's negative stigma. These findings emphasize the importance of community-based literacy approaches as solutions to infrastructure development's social impacts. Benefits experienced by TBM Kolong participants include: (1) enjoyable learning experiences, (2) enhanced creativity, (3) improved communication and social skills, and (4) increased social, cultural, and environmental awareness.

Additional Information: | Pembangunan infrastruktur yang masif tanpa diiringi peningkatan kualitas sumber daya manusia (SDM) berpotensi menimbulkan masalah sosial, termasuk kriminalitas di kawasan bawah jembatan layang. Kondisi ini menciptakan keresahan masyarakat, terutama anak-anak, yang rentan terdampak lingkungan negatif sekaligus minim akses terhadap literasi dan kegiatan pemberdayaan. Atas permasalahan tersebut, TBM Kolong hadir untuk memberikan pemberdayaan kepada masyarakat yang terdampak di kawasan jembatan layang Ciputat melalui kegiatan literasi. Penelitian ini bertujuan untuk: (1) menganalisis kegiatan gerakan literasi berbasis inklusi sosial oleh TBM Kolong, (2) mendeskripsikan strategi pengelolaan TBM dalam merancang program literasi di wilayah terdampak, (3) mengkaji peran stakeholder dalam mendukung gerakan literasi, serta (4) mengidentifikasi manfaat partisipasi anak-anak dalam kegiatan TBM Kolong. Dengan metode deskriptif eksplanatif dan pendekatan kualitatif, penelitian ini menemukan bahwa TBM Kolong berhasil memberdayakan masyarakat melalui program literasi yang melibatkan relawan dan stakeholder, menciptakan ruang belajar inklusif, serta mengurangi stigma negatif kawasan tersebut. Temuan ini memperkuat pentingnya pendekatan literasi berbasis komunitas sebagai solusi dampak sosial pembangunan infrastruktur. Manfaat yang dirasakan oleh peserta didik TBM Kolong antara lain, (1) pengalaman belajar yang menyenangkan, (2) peningkatan kreativitas, (3) keterampilan berbicara dan bersosialisasi, (4) kesadaran sosial, budaya, dan lingkungan. | |||||||||
