Abstract
Public Procurement (PBJP) plays a crucial role in the implementation of the State Budget. The Indonesian Food and Drug Authority (Badan POM) has a strategic role at the national level in the field of drug and food control to protect the public. This study aims to explore organizational strategic resources (human resources, technology adoption, regulations and policies and buyer-supplier relationships) on procurement performance with the mediation of e-purchasing effectiveness through e-catalogue. A combination of Resource-Based View (RBV) and Technology Acceptance Model (TAM) theories were used in this study to provide a more complete picture of the factors that influence procurement performance, both in terms of resource management and technology acceptance. This research is quantitative research using the Structural Equation Modelling (SEM). Respondents are Commitment Making Officers and Procurement Officers within The Indonesian Food and Drug Authority with the requirement that they have experience in government procurement of goods/ services for more than 1 year and are directly involved in the e-purchasing process. The results of the study show that technology adoption affects the effectiveness of e-purchasing implementation. Regulations and policies as well as buyer-supplier relationships affect procurement performance and the effectiveness of e-purchasing implementation through e-catalogues. Therefore, organizations are advised to prioritize strengthening human resources and developing a Vendor Management System.

| Additional Information: | Pengadaan Barang/Jasa Pemerintah (PBJP) memainkan peran krusial dalam pelaksanaan Anggaran Pendapatan dan Belanja Negara. Badan Pengawas Obat dan Makanan memiliki peran strategis di tingkat nasional dalam bidang pengawasan obat dan makanan guna melindungi masyarakat. Penelitian ini bertujuan untuk mengeksplorasi sumber daya strategis organisasi (SDM, adopsi teknologi, regulasi dan kebijakan serta hubungan pembeli-pemasok) terhadap kinerja pengadaan dengan mediasi efektivitas e-purchasing melalui e-catalogue. Kombinasi Teori Resource-Based View (RBV) dan Technology Acceptance Model (TAM) digunakan dalam penelitian ini untuk memberi gambaran yang lebih lengkap mengenai faktor-faktor yang memengaruhi kinerja pengadaan, baik dari sisi pengelolaan sumber daya maupun penerimaan teknologi. Penelitian ini merupakan penelitian kuantitatif dengan Metode Structural Equation Modelling (SEM). Responden adalah Pejabat Pembuat Komitmen dan Pejabat Pengadaan di Lingkungan Badan POM dengan persyaratan sudah berpengalaman dalam pengadaan barang/jasa pemerintah lebih dari 1 tahun serta terlibat secara langsung dalam proses e-purchasing. Hasil penelitian menunjukkan bahwa Adopsi Teknologi berpengaruh terhadap efektivitas implementasi e-purchasing. Regulasi dan Kebijakan serta Hubungan Pembeli-Pemasok berpengaruh terhadap kinerja pengadaan maupun terhadap efektivitas implementasi e-purchasing melalui e-catalogue.
