Abstract
The Legal Documentation and Information Network (JDIH) is an innovation in public information services, particularly in the legal field, aimed at improving public literacy in law as a response to the development of information technology. The existence of JDIH is intended to realize public information transparency through a system designed to facilitate the dissemination of legal information to the public. JDIH consists of a network connecting various government agencies responsible for managing and disseminating legal information, including legal products such as laws, government regulations, regional regulations, and other legal documents. The research problem is: How effective is the Legal Documentation and Information Network (JDIH) in promoting public information transparency based on Law No. 14 of 2008 on Public Information Transparency? What are the challenges faced by Banten Province in implementing the effectiveness of JDIH as an effort to promote public information transparency? The theories used in this research are the theory of legal effectiveness and the theory of public information. The method employed is a juridical-empirical approach with a descriptiveanalytical research specification. Data collection techniques include field research and literature review. The research findings indicate that the implementation of JDIH as an effort to promote public information transparency is effective, as evidenced by the implementation of JDIH in Banten Province based on Governor Regulation No. 25 of 2016, with 47,119 visitors to the JDIH website, and Banten Province receiving an award as the fourth-best JDIH manager at the provincial level. The challenge in implementing JDIH is the lack of human resources in the IT sector. In conclusion, the implementation of JDIH in Banten Province has been effective. It is recommended that the government continue to innovate in the implementation of JDIH to enhance legal knowledge and literacy for the public, which will contribute to greater public information transparency.

| Additional Information: | Jaringan Dokumentasi dan Informasi Hukum (JDIH) merupakan inovasi dalam pelayanan informasi publik khususnya dibidang hukum untuk memberikan peningkatan literasi masyarakat dalam bidang hukum sebagai bentuk adaptasi terhadap perkembangan teknologi informasi. Adanya JDIH untuk mewujudkan keterbukaan informasi publik adalah suatu sistem yang dibangun untuk memfasilitasi penyebaran informasi hukum kepada masyarakat. JDIH terdiri dari jaringan yang menghubungkan berbagai lembaga atau instansi pemerintah yang bertanggung jawab atas pengelolaan dan penyebarluasan informasi hukum, termasuk produk-produk hukum seperti undang-undang, peraturan pemerintah, peraturan daerah, dan dokumen hukum lainnya. Identifikasi masalah, Bagaimana efektivitas Jaringan Dokumentasi Dan Informasi Hukum sebagai upaya Keterbukaan Informasi Publik Berdasarkan Undang Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik? Apa kendala Provinsi Banten dalam pelaksanaan efektivitas Jaringan Dokumentasi Dan Informasi Hukum sebagai upaya keterbukaan informasi publik? Teori yang digunakan dalam penelitian ini yaitu teori efektivitas hukum dan teori informasi publik. Metode yang dugunakan adalah pendekatan yuridis empiris dengan spesifikasi penelitian deskriptif analitis. Teknik pengumpulan data, penelitian lapangan dan kepustakaan. Hasil penelitian, pelaksaan JDIH sebagai upaya keterbukaan informasi publik adalah efektif dengan indikator pelaksanaan JDIH di Provinsi Banten berdasrkan Peraturan Gubernur Nomor 25 Tahun 2016, data pengunjung masyarakat terhadap website JDIH yang sudah memperoleh 47,119, dan JDIH Provinsi Banten mendapatkan penghargaan sebagai pengelola JDIH terbaik ke-IV setingkat Provinsi. Kendala pelaksanaan JDIH yakni kurangnya sumber daya manusia dibidang IT. Kesimpulannya pelaksanaan JDIH Provinsi Banten Menunjukan Efektif. Saran Pemerintah harus terus memberikan inovasi terhadap pelaksanaan JDIH supaya dapat memberikan pengetahuan dan literasi hukum bagi masyarakat yang berimplikasi pada keterbukaan informasi publik. | |||||||||
