Abstract
The background of this research lies in the limited number of inclusive schools and the suboptimal implementation of policies that support the educational rights of students with special needs. This study aims to analyze the implementation of inclusive education policies for students with special needs at the junior high school (SMP) level in Lebak Regency. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The informants in this study consist of the Head of the Junior High School Education Division, the Head of the Quality Improvement Section, School Principals, and Special Assistant Teachers (GPK). The results of the study indicate that the implementation of inclusive education policies in Lebak Regency still faces several challenges, such as a lack of competent educators, insufficient training and mentoring, inadequate facilities, and limited public understanding of the concept of inclusion. Nevertheless, there are also supporting factors such as the commitment of the local government and the spirit of inclusivity present in several schools. This research recommends enhancing teacher training, strengthening collaboration among stakeholders, and providing inclusive facilities and infrastructure to realize equitable and just educational services for all students.

Additional Information: | Latar belakang penelitian ini adalah masih terbatasnya jumlah sekolah inklusi dan belum optimalnya pelaksanaan kebijakan yang mendukung hak pendidikan siswa berkebutuhan khusus. Penelitian ini bertujuan untuk menganalisis implementasi penyelenggaraan pendidikan inklusi bagi siswa berkebutuhan khusus pada tingkat Sekolah Menengah Pertama (SMP) di Kabupaten Lebak. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini meliputi Kepala Bidang Pendidikan SMP, Kepala Seksi Peningkatan Mutu, Kepala Sekolah, dan Guru Pendamping Khusus (GPK). Hasil penelitian menunjukan bahwa implementasi kebijakan pendidikan inklusi di Kabupaten Lebak masih menghadapi berbagai tantangan, seperti keterbatasan tenaga pendidik yang kompeten, kurangnya pelatihan dan pendampingan, fasilitas yang belum memadai, serta minimnya pemahaman masyarakat terhadap konsep inklusi. Meskipun demikian, terdapat pula faktor pendukung seperti komitmen pemerintah daerah dan semangat inklusivitas di beberapa sekolah. Penelitian ini merekomendasikan peningkatan pelatihan guru, penguatan kolaborasi antar pemangku kepentingan, serta penyediaan sarana prasarana yang inklusif untuk mewujudkan layanan pendidikan yang setara dan berkeadilan bagi semua siswa. | |||||||||
