Abstract
Sexual violence is a complex social problem in higher education, involving gender inequality, cultural norms, law, and health, which has a significant impact on the security of the academic community. To overcome this, the Ministry of Education, Culture, Research, and Technology issued the Regulation. The problems that occurred in this study that were studied by the researcher were the increasing incidents of sexual violence in the Untirta environment, the lack of efforts made by the campus and SATGAS in socializing this policy to the entire academic community, the lack of adequate facilities and infrastructure. This study aims to determine the extent of the implementation of the regulation at Sultan Ageng Tirtayasa University. The theory used is the public policy theory of George Edward III which has four indicators: 1) Communication; 2) Resources; 3) Disposition; 4) Bureaucratic Structure. Descriptive quantitative approach, data was collected through questionnaires from samples selected by cluster random sampling of 343 people and analyzed using a one-sample t-test. The result of the implementation of the regulation at Sultan Ageng Tirtayasa University is not good, only reaching 65% below 75% because the t count is smaller than the t table (-18.19 <1.649). Indicators of incomplete communication, limited resources, low commitment of officers, and overlapping bureaucracy. It is recommended to improve socialization, training, coordination between units, and support for officers to strengthen the implementation of this policy, thus creating a safe campus environment free from sexual violence.

| Additional Information: | Kekerasan seksual merupakan permasalahan sosial yang kompleks di perguruan tinggi, melibatkan ketimpangan gender, norma budaya, hukum, dan kesehatan, yang berdampak signifikan pada keamanan civitas akademika. Untuk mengatasinya, Kemendikbudristek mengeluarkan Peraturan tersebut. Permasalahan yang terjadi dalam penelitian ini yang dikaji oleh peneliti adalah meningkatnya insiden kekerasan seksual di lingkungan untirta, masih kurangnya upaya yang dilakukan kampus dan SATGAS dalam mensosialisasikan kebijakan ini kepada seluruh civitas akademika, kurangnya saran dan prasarana yang belum memadai. Penelitian ini bertujuan mengetahui seberapa besar implementasi peraturan tersebut di Universitas Sultan Ageng Tirtayasa. Teori yang digunakan adalah teori kebijakan publik dari George Edward III yang mana terdapat empat indikator 1) Komunikasi; 2) Sumber Daya; 3) Disposisi; 4) Struktur Birokrasi. Pendekatan kuantitatif deskriptif, data dikumpulkan melalui kuesioner dari sampel yang dipilih secara cluster random sampling sebanyak 343 orang dan dianalisis menggunakan uji t-test satu sampel. Hasilnya implementasi peraturan tersebut di Universuras Sultan Ageng Tirtayasa kurang baik, hanya mencapai 65% di bawah 75% karena t hitung lebih kecil dari pada t tabel (-18,19 < 1,649). Indikator komunikasi yang tidak menyeluruh, keterbatasan sumber daya, rendahnya komitmen petugas, dan birokrasi yang tumpang tindih. Disarankan untuk meningkatkan sosialisasi, pelatihan, koordinasi antarunit, dan dukungan bagi petugas untuk memperkuat implementasi kebijakan ini, sehingga menciptakan lingkungan kampus yang aman dan bebas dari kekerasan seksual. | |||||||||
