Abstract
The gap in access to legal justice in Indonesia, especially for the poor and vulnerable, encourages the need to optimize the role of paralegals in providing legal aid. Regulation of the Minister of Law and Human Rights Number 3 of 2021 based on the provisions of Article 9 and Article 10 is present as a legal basis that regulates Paralegals in providing legal aid. This study aims to analyze the effectiveness of legal aid services and paralegal development at the Eddy Murdiyono 80 Legal Aid Institute and the obstacles and solutions faced in its implementation. The identification in this study is how effective legal aid services and paralegal development are at the Eddy Murdiyono 80 Legal Aid Institute (LBH) based on these regulations, as well as the obstacles and solutions. The theories used in this study are the effectiveness of law and legal aid theory. The method used in this study is the empirical juridical method. The results of the study show that LBH Eddy Murdiyono 80 has effectively provided legal aid services and paralegal development based on Permenkumham Number 3 of 2021 with the theory of legal effectiveness which shows that the five determining factors of legal effectiveness, law enforcement, facilities, society, and culture have been fulfilled synergistically, through a structural legal aid theory approach with paralegal empowerment, structural issue advocacy, and the formation of legal awareness groups. External obstacles such as the lack of understanding and stigma of the community towards paralegals, as well as internal obstacles in the form of limited teaching staff and infrastructure, are still challenges. As an effort to overcome this, LBH Eddy Murdiyono 80 developed an adaptive training curriculum, increased socialization through digital media and communities, and collaborated with various institutions. The conclusion of this study shows that the implementation of Permenkumham Number 3 of 2021 by LBH Eddy Murdiyono 80 has been effective and has contributed significantly to expanding access to justice for vulnerable groups. The suggestions are to increase the socialization of the role of paralegals, simplify procedures for accessing legal aid, and support technology-based infrastructure so that inclusive and equitable legal services can be achieved.

Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 3 Tahun 2021 berdasarkan ketentuan Pasal 9 dan Pasal 10 hadir sebagai dasar hukum yang mengatur Paralegal dalam pemberian bantuan hukum. Penelitian ini bertujuan untuk menganalisis efektivitas layanan bantuan hukum dan pengembangan paralegal di Lembaga Bantuan Hukum Eddy Murdiyono 80 serta hambatan dan solusi yang dihadapi dalam implementasinya. Identifikasi dalam penelitian ini adalah bagaimana efektivitas layanan bantuan hukum dan pengembangan paralegal di Lembaga Bantuan Hukum (LBH) Eddy Murdiyono 80 berdasarkan regulasi tersebut, serta hambatan dan solusinya. Teori yang digunakan dalam penelitian ini, yaitu efektivitas hukum dan teori bantuan hukum. Metode yang digunakan dalam penelitian ini adalah metode yuridis empiris. Hasil penelitian menunjukkan bahwa LBH Eddy Murdiyono 80 telah efektif menyelenggarakan layanan bantuan hukum dan pengembangan paralegal berdasarkan Permenkumham Nomor 3 Tahun 2021 dengan teori efektivitas hukum yang menunjukkan bahwa kelima faktor penentu efektivitas hukum, penegak hukum, sarana, masyarakat, dan budaya telah terpenuhi secara sinergis, melalui pendekatan teori bantuan hukum struktural dengan pemberdayaan paralegal, advokasi isu struktural, dan pembentukan kelompok sadar hukum. Hambatan eksternal seperti minimnya pemahaman dan stigma masyarakat terhadap paralegal, serta hambatan internal berupa keterbatasan tenaga pengajar dan infrastruktur, masih menjadi tantangan. Sebagai upaya mengatasi hal tersebut, LBH Eddy Murdiyono 80 mengembangkan kurikulum pelatihan yang adaptif, meningkatkan sosialisasi melalui media digital dan komunitas, serta menjalin kerja sama dengan berbagai lembaga. Kesimpulan dari penelitian ini menunjukkan bahwa pelaksanaan Permenkumham Nomor 3 Tahun 2021 oleh LBH Eddy Murdiyono 80 telah berjalan efektif dan berkontribusi signifikan dalam memperluas akses keadilan bagi kelompok rentan. Sarannya, yaitu peningkatan sosialisasi peran paralegal, penyederhanaan prosedur akses bantuan hukum, serta dukungan infrastruktur berbasis teknologi agar layanan hukum yang inklusif dan berkeadilan dapat tercapai. | |||||||||
