Abstract

This research is motivated by various problems in evaluating competency-based job training programs at the Serang Regency Manpower and Transmigration Office. These problems include lack of human resources and minimal collaboration in the training process, lack of program socialization to the community, limited facilities and infrastructure, and incompatibility of training with industry needs. This study aims to evaluate the success of competency-based job training programs using the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam (2003). The method used is a qualitative approach with data collection techniques through observation, interviews, and documentation studies. Data analysis was carried out using the Miles and Huberman (2023) model, which includes the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the study showed that there were still several obstacles in the implementation of the program, such as the unavailability of instructors from within the Serang Regency Manpower and Transmigration Office, limited vocational training every year, no supervision during training, no regulations governing the technical implementation of training, limited facilities, and inadequate budget sources to support the implementation of competency-based job training programs.

Additional Information: Penelitian ini dilatarbelakangi oleh berbagai permasalahan dalam evaluasi program pelatihan kerja berbasis kompetensi di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Serang. Permasalahan tersebut meliputi kurangnya sumber daya manusia dan minimnya kolaborasi dalam proses pelatihan, kurangnya sosialisasi program kepada masyarakat, keterbatasan sarana dan prasarana, serta ketidak sesuaian pelatihan dengan kebutuhan industri. Penelitian ini bertujuan mengevaluasi keberhasilan program pelatihan kerja berbasis kompetensi dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product) yang dikembangkan oleh Stufflebeam (2003). Metode yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi. Analisis data dilakukan menggunakan model Miles dan Huberman (2023), yang mencakup tahap pengumpulan data, reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan program masih terdapat beberapa kendala dalam pelaksanaannya, seperti tidak tersedianya instruktur dari internal Dinas Tenaga Kerja dan Transmigrasi Kabupaten Serang, keterbatasan kejuruan pelatihan setiap tahun, tidak adanya pengawasan selama pelatihan berlangsung, tidak adanya regulasi yang mengatur teknis pelaksanaan pelatihan, keterbatasan fasilitas, serta sumber anggaran yang belum memadai untuk mendukung pelaksanaan program pelatihan kerja berbasis kompetensi.
