Abstract

Flooding is one of the major hydrometeorological disasters that frequently affects Jakarta, particularly along the Ciliwung River Basin (DAS). This study aims to analyze the parameters that influence flood vulnerability in the Ciliwung River Basin, East Jakarta, using a spatial approach based on Geographic Information Systems (GIS). The analyzed parameters include rainfall, elevation, slope, land cover, and drainage density. Data were obtained from InaGeospatial and the Ciliwung-Cisadane River Basin Agency (BBWS), and were analyzed using spatial mean calculations and scoring through overlay techniques in ArcMap 10.8. The results indicate that land cover has the greatest influence on flood vulnerability, with a weight of 26%, followed by slope (22%), rainfall (18%), drainage density (18%), and elevation (16%). Mapping results show that approximately 70% of the Ciliwung River Basin area in East Jakarta falls into the highly vulnerable category, particularly in Kramat Jati and Jatinegara subdistricts.
