Abstract
The Environmental Agency has a role in waste management. But in reality in the field, in Article 11 of the Serang City Regional Regulation on Waste Management, the Serang City Environmental Service does not carry out its role. such as reducing the supply of waste and managing waste properly and providing guidance and community supervision of waste. There are also several obstacles that occur in waste management at the Cilowong Final Processing Site. The problems in this study include: First, how is the implementation of the role of the Serang City Environmental Service in dealing with environmental pollution at the Cilowong Waste Final Processing Site? Second, how are the implementation obstacles faced by the Serang City Environmental Service in dealing with environmental pollution at the Cilowong Waste Final Processing Site in Serang City? This research uses Development Law Theory and Government Action Theory and uses juridicalempirical methods with an interview approach. The results of this study indicate that although the Serang City Environment Agency has carried out its role, the implementation of waste management at the Cilowong Final Processing Site still faces various serious obstacles. The main obstacles faced include low public participation and awareness in sorting and managing waste, neglect of supporting equipment due to damage that is not immediately addressed, as well as unclear budget allocation which causes the waste to not be managed properly. These three factors are interrelated and have a direct impact on the effectiveness of waste management programs, creating negative consequences in terms of environmental, social, and public health. First, How is the implementation of the role of the Environmental Service of Serang City in dealing with environmental pollution at the Cilowong Final Waste Processing Site? Second, How are the implementation obstacles faced es The Environmental Agency of Serang City is also not fulfilling some of the roles included in Article 11 of the Serang City Regional Regulation on Waste Management. This problem is increasingly complex due to the lack of coordination between related agencies as well as weak supervision and evaluation of the implementation of waste management policies. In addition, the lack of an optimal education program for the community regarding the importance of sustainable waste management has also worsened the condition of environmental pollution around the Cilowong Final Processing Site.

Namun dalam realita di lapangan, pada Pasal 11 Peraturan Daerah Kota Serang Tentang Pengelolaan Sampah Dinas Lingkungan Hidup Kota Serang tidak menjalankan perannya. seperti mengurangi pasokan sampah dan pengelolaan sampah secara baik serta melakukan pembinaan dan pengawasan masyarakat terhadap sampah. Juga terdapat beberapa hambatan yang terjadi dalam pengelolaan sampah di Tempat Pemrosesan Akhir Sampah Cilowong. Permasalahan dalam penelitian ini meliputi: Pertama Bagaimana pelaksanaan peran Dinas Lingkungan Hidup Kota Serang dalam menangani pencemaran lingkungan di Tempat Pemrosesan Akhir Sampah Cilowong?, Kedua Bagaimana hambatan pelaksanaan yang di hadapi Dinas Lingkungan Hidup Kota Serang dalam menangani pencemaran lingkungan di Tempat Pemrosesan Akhir Sampah Cilowong Kota Serang?. Penelitian ini menggunakan Teori Hukum Pembangunan dan Teori Tindakan Pemerintah serta menggunakan metode yuridis-empiris dengan pendekatan wawancara. Hasil penelitian ini menunjukkan bahwa Meskipun Dinas Lingkungan Hidup Kota Serang telah menjalankan perannya, pelaksanaan pengelolaan sampah di Tempat Pemrosesan Akhir Sampah Cilowong masih menghadapi berbagai hambatan serius. Hambatan utama yang dihadapi meliputi rendahnya partisipasi dan kesadaran masyarakat dalam memilah dan mengelola sampah, terbengkalainya alat pendukung karena kerusakan yang tidak segera ditangani, serta ketidakjelasan peruntukan anggaran yang menyebabkan tidak optimalnya pemanfaatan dana untuk operasional dan pemeliharaan fasilitas. Ketiga faktor tersebut saling terkait dan berdampak langsung terhadap efektivitas program pengelolaan sampah, menciptakan konsekuensi negatif baik dari sisi lingkungan, sosial, maupun kesehatan masyarakat. Dinas Lingkungan Hidup Kota Serang pun tidak menjalani sebagian peran yang termasuk dalam Pasal 11 Peraturan Daerah Kota Serang Tentang Pengelolaan Sampah. Permasalahan ini semakin kompleks karena kurangnya koordinasi antar instansi terkait serta lemahnya pengawasan dan evaluasi terhadap implementasi kebijakan pengelolaan sampah. Selain itu, belum optimalnya program edukasi kepada masyarakat mengenai pentingnya pengelolaan sampah yang berkelanjutan turut memperburuk kondisi pencemaran lingkungan di sekitar Tempat Pemrosesan Akhir Sampah Cilowong. | |||||||||
