Abstract
This research aims to photograph the management carried out by the government in the coastal area of Ketapang Village, which is named the Coastal Community Development Movement (Gerbang Mapan) program. Captured in various studies of the condition of Ketapang Village, which was originally slum and economically backward. This makes the government make efforts to develop and empower natural resources and human resources in Ketapang Village. This data was studied using the analysis of Sunyoto Usman's empowerment theory (Enabling, Empowering, Protecting). Then this issue was investigated further using a qualitative case study approach which could explore and understand more deeply how the Tangerang Regency government implemented the Gerbang Mapan program. The research results show that the realization of the Gerbang Mapan in Ketapang Village has improved environmental and community conditions, especially in terms of infrastructure and community independence in commercializing the natural potential they have. However, more than just that, the realization of the Gerbang Mapan Gate has not been optimal in terms of resource management and development. Local communities expressed that aid is still not evenly distributed, mangrove destinations are not being improved, and other things will be explained in the discussion.

| Additional Information: | Penelitian ini bertujuan untuk memotret pengelolaan yang dilakukan pemerintah di wilayah pesisir Desa Ketapang yang diberi nama program Gerakan Pembangunan Masyarakat Pantai (Gerbang Mapan). Tertangkap diberbagai penelitian kondisi Desa Ketapang yang semula kumuh dan tertinggal secara ekonomi. Hal tersebut membuat pemerintah melakukan upaya pembangunan sekaligus pemberdayaan SDA dan SDM di Desa Ketapang. Data ini dikaji menggunakan pisau analisa teori pemberdayaan sunyoto usman (Enabling, Empowering, Protecting). Kemudian persoalan tersebut diteliti lebih lanjut dengan menggunakan metode kualitatif pendekatan studi kasus yang dapat mengeksplorasi dan memahami lebih mendalam bagaimana pelaksanaan pemerintah Kabupaten Tangerang dalam program Gerbang Mapan. Hasil penelitian memperlihatkan realisasi Gerbang Mapan di Desa Ketapang telah memperbaiki kondisi lingkungan dan masyarakat, utamanya secara infrastuktur dan kemandirian masyarakat dalam membisniskan potensi alam yang mereka miliki. Namun lebih dari sekedar itu, realisasi Gerbang Mapan belum maksimal dalam pengelolaan sumber daya dan pembangunannya. Masyarakat setempat mengungkapkan bahwa bantuan masih belum merata, destinasi mangrove kurang ditingkatkan, dan hal lain yang akan dijelaskan dalam pembahasan. | ||||||
