Abstract
Lack of maintenance of public green open spaces (RTH) has an impact on decreasing the cleanliness, tidiness, and beauty of the environment which can ultimately reduce comfort for visitors. Article 8 paragraph (2) of Bogor City Regional Regulation Number 8 of 2020 concerning the Implementation of Green Open Spaces, RTH maintenance is carried out to maintain the cleanliness, tidiness and beauty of RTH, as well as ensure comfort and safety for visitors. Identification of the problem, namely, how is the implementation of the role and obstacles to the implementation of the role of the Bogor City Government in optimizing the maintenance of public green open spaces based on Bogor City Regional Regulation Number 8 of 2020 concerning the Implementation of Green Open Spaces. The theory used is the theory of authority and the theory of supervision. The research method is empirical juridical. The research specification is analytical descriptive. The data source is primary data supported by secondary data. Data collection techniques through interviews with Park Analysts in the Biodiversity Management Sector of the Bogor City Housing and Settlement Service (DISPERUMKIM) and the Bogor City community. The results of the study show that the Bogor City Government carries out maintenance of public green open spaces by delegating to the Bogor City DISPERUMKIM through the provisions of Article 8 paragraph (1) of the Bogor Mayor Regulation Number 176 of 2021. The Bogor City DISPERUMKIM has carried out maintenance of public green open spaces, carried out with routine maintenance of plants, provision and repair of supporting facilities, by dividing several teams. The implementation of this maintenance has not been optimal because the condition of public green open spaces still faces problems. The Bogor City DISPERUMKIM faces four obstacles, namely the absence of derivative regulations from the Bogor City Regional Regulation Number 8 of 2020, in theory supervision can be linked to preventive supervision, the need for clear regulations and guidelines. Limited field officers, preventive supervision is carried out by assigning park rangers to act as field supervisors to maintain the park area, but it is not optimal due to limited human resources. Lack of awareness of public green open space users, external supervision from the community is still lacking. Budget limitations, the absence of preventive supervision in budget planning results in the absence of anticipatory strategies to overcome limited funds.

Pasal 18 ayat (2) Peraturan Daerah Kota Bogor Nomor 8 Tahun 2020 tentang Penyelenggaraan Ruang Terbuka Hijau, pemeliharaan RTH dilakukan untuk menjaga kebersihan, kerapian dan keasrian RTH, serta menjamin kenyamanan dan keamanan bagi pengunjung. Identifikasi masalah yaitu, bagaimana pelaksanaan peran dan kendala pelaksanaan peran Pemerintah Kota Bogor dalam optimalisasi pemeliharaan ruang terbuka hijau publik berdasarkan Peraturan Daerah Kota Bogor Nomor 8 Tahun 2020 tentang Penyelenggaraan Ruang Terbuka Hijau. Teori yang digunakan yaitu teori kewenangan dan teori pengawasan. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskripstif analitis. Sumber data yaitu data primer ditunjang oleh data sekunder. Teknik pengumpulan data melalui wawancara dengan Analis Taman Bidang Pengelolaan Keanekaragaman Hayati Dinas Perumahan dan Permukiman (DISPERUMKIM) Kota Bogor dan masyarakat Kota Bogor. Hasil penelitian menunjukkan bahwa Pemerintah Kota Bogor melaksanakan pemeliharaan RTH publik dengan memberikan delegasi kepada DISPERUMKIM Kota Bogor melalui ketentuan Pasal 8 ayat (1) Peraturan Wali Kota Bogor Nomor 176 Tahun 2021. DISPERUMKIM Kota Bogor telah melaksanakan pemeliharaan RTH publik, dilakukan dengan perawatan rutin terhadap tanaman, penyediaan dan perbaikan fasilitas pendukung, dengan membagi beberapa tim. Pelaksanaan pemeliharaan ini belum optimal karena kondisi RTH publik masih menghadapi permasalahan. DISPERUMKIM Kota Bogor menghadapi empat kendala, yaitu belum adanya peraturan turunan dari Peraturan Daerah Kota Bogor Nomor 8 Tahun 2020, dalam teori pengawasan dapat dikaitkan dengan pengawasan preventif, perlunya regulasi dan pedoman yang jelas. Keterbatasan petugas lapangan, pengawasan preventif dilakukan dengan penugasan park ranger berperan sebagai pengawas lapangan untuk menjaga area taman, namun tidak optimal karena sumber daya manusia yang terbatas. Kurangnya tingkat kesadaran pengguna RTH publik, pengawasan eksternal dari masyarakat masih kurang. Keterbatasan anggaran, tidak adanya pengawasan preventif dalam perencanaan anggaran menyebabkan tidak adanya strategi antisipatif untuk mengatasi keterbatasan dana. | |||||||||
