Abstract

Micro business is the scale of business that is most widely run by people spread across Indonesia, including Serang City. The large number of micro businesses in Serang City is dominated by the culinary sector, which does not rule out the many types of problems experienced by micro business actors in the culinary sector in Serang City, ranging from not having complete legality, not being able to market products in the online market, difficulty obtaining raw materials, to limitations in using technology in creating attractive product packaging. The problems that occur in their business activities are a problem in this study and need to get the attention of the local government which has the task of implementing micro business development, especially in the culinary sector, to be able to resolve existing obstacles so that they can grow, develop, be competitive to become advanced, resilient, and independent businesses and can increase the business scale to become small businesses. The purpose of this research is to find out the Implementation of the Culinary Sector Micro Business Development Policy in Serang City. The theory used in this research is the theory of public policy implementation from Charles O. Jones which consists of mutually influencing dimensions, namely organization, interpretation, and application. This research uses qualitative research methods with a descriptive approach. The results of this study indicate that the Implementation of the Culinary Sector Micro Business Development Policy in Serang City has been implemented but its implementation has not been optimal. This is influenced by several obstacles in the policy implementation process including budget constraints, ineffective coordination and communication from policy implementers, lack of information disclosure from policy implementers, limitations in determining the number of participants, time constraints, and limited training activity materials.

Additional Information: Usaha mikro merupakan skala usaha yang paling banyak dijalankan oleh masyarakat yang tersebar di wilayah Indonesia termasuk Kota Serang. Banyaknya jumlah usaha mikro di Kota Serang didominasi oleh sektor kuliner yang tidak menutup kemungkinan pada banyaknya jenis permasalahan yang dialami oleh pelaku usaha mikro sektor kuliner di Kota Serang mulai dari tidak memiliki legalitas yang lengkap, belum dapat memasarkan produk dalam pasar online, kesulitan memperoleh bahan baku, hingga keterbatasan menggunakan teknologi dalam menciptakan kemasan produk yang menarik. Permasalahan yang terjadi dalam kegiatan usahanya menjadi permasalahan pada penelitian ini dan perlu mendapatkan perhatian dari pemerintah daerah yang memiliki tugas dalam melaksanakan pengembangan usaha mikro khususnya pada sektor kuliner untuk dapat menyelesaikan hambatan yang ada agar dapat tumbuh, berkembang, berdaya saing menjadi usaha yang maju, tangguh, dan mandiri serta dapat meningkatkan skala usaha menjadi usaha kecil. Tujuan penelitian ini untuk mengetahui Implementasi Kebijakan Pengembangan Usaha Mikro Sektor Kuliner di Kota Serang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan publik dari Charles O. Jones yang terdiri dari dimensi saling mempengaruhi yaitu organisasi, interpretasi, dan penerapan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan desktriptif. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengembangan Usaha Mikro Sektor Kuliner di Kota Serang telah dilaksanakan namun penerapannya belum berjalan optimal. Hal ini dipengaruhi oleh beberapa hambatan dalam proses pelaksanaan kebijakan tersebut diantaranya keterbatasan anggaran, koordinasi dan komunikasi yang kurang efektif dari pelaksana kebijakan, kurangnya keterbukaan informasi dari pelaksana kebijakan, keterbatasan dalam menentukan jumlah peserta, keterbatasan waktu, dan materi kegiatan pelatihan yang terbatas.
