Abstract
This research aims to examine the development communication form in the implementation of the Slum-Free City Program (KOTAKU) in Karangasem Village, Cilegon City, as an effort to complete the slum area. The approach applied is descriptive qualitative with a case study method. Data collection was carried out through observation, in-depth interviews, and documentation, then it is analysed using a participatory communication approach that includes monologue communication, dialogue, and multi-track. The results of the study indicate that development communication in the KOTAKU Program is not fully participatory yet. There is still a one-way communication trend (monologue) from the implementation program to the societies. Although there is a space for dialogue such as a citizen discussion forum, yet community involvement from the planning process to evaluation has not been maximized. Meanwhile, the multi-track communication approach has not been implemented optimally, due to the lack of synergy among stakeholders. This research emphasizes the essential strengthening of dialogic communication and cross-track communication (multi-track) to create more inclusive collaboration in handling slums

| Additional Information: | Penelitian ini bertujuan untuk mengkaji bentuk komunikasi pembangunan dalam pelaksanaan Program Kota Tanpa Kumuh (KOTAKU) di Kelurahan Karangasem, Kota Cilegon, sebagai upaya menuntaskan kawasan permukiman kumuh. Pendekatan yang diterapkan adalah deskriptif kualitatif dengan metode kajian kasus. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi, selanjutnya dianalisis dengan menggunakan pendekatan komunikasi partisipatif yang meliputi komunikasi monolog, dialog, dan multi-track. Hasil penelitian menunjukkan bahwa komunikasi pembangunan dalam Program KOTAKU belum sepenuhnya partisipatif. Masih terdapat kecenderungan komunikasi satu arah (monologis) dari pelaksana program kepada masyarakat. Meskipun terdapat ruang dialog seperti forum rembug warga, namun pelibatan masyarakat dalam proses perencanaan hingga evaluasi belum maksimal. Sementara itu, pendekatan komunikasi multi-track belum berjalan secara optimal karena kurangnya sinergi antarpemangku kepentingan. Penelitian ini menekankan pentingnya memperkuat komunikasi dialogis dan lintas jalur (multi-track) guna menciptakan kolaborasi yang lebih inklusif dalam penanganan permukiman kumuh. | |||||||||
