Abstract
This research was motivated by the high level of violence against women in Pandeglang. This is caused by several factors such as low levels of education which are related to gender issues. Pandeglang Regency occupies the second lowest position in Banten province for gender inequality rates. The research aims to determine the efforts of Irna Narulita as the leader of Pandeglang district in realizing gender equality and anti-violence against women in Pandeglang district. According to Dadang Garnida (2011) leadership is an important aspect in the scope of government administration. In the leadership process, the leader becomes a driving figure for his subordinates to solve problems or achieve common goals. This research uses Robert House's Path-goal theory. According to House, leader behavior is related to motivation, performance of subordinates/followers and their satisfaction. House defines 4 styles/behaviors, 1. Directive leader, 2. Supportive Leader, 3. Participative Leader, and 4. Archivment oriented leader. The research was conducted using qualitative methods with a case study approach. The results of the research show that in efforts to realize gender equality and anti-violence against women, the regent Pandeglang district is a directive leader, besides being close to his staff and community (Supportive leader), Irna also has behavior that involves his subordinates in making decisions (Participative leader). However, Irna is not a leader who sets achievement goals for her staff (Archivement oriented leader). This research suggests optimizing the handling of gender and violence against women.

| Additional Information: | Penelitian ini dilatar belakangi oleh tingginya tingkat kekerasan perempuan di Pandeglang. Hal ini disebabkan oleh beberapa faktor seperti rendahnya tingkat pendidikan yang berkaitan dengan persoalan gender. Kabupaten Pandeglang menempati posisi kedua terendah seprovinsi Banten atas angka ketimpangan gender. Penelitian bertujuan untuk mengetahui upaya Irna Narulita selaku pemimpin kabupaten Pandeglang dalam perwujudan pemerataan gender dan anti kekerasan terhadap perempuan dikabupaten Pandeglang. Menurut Dadang Garnida (2011) kepemimpinan merupakan aspek penting dalam lingkup administrasi pemerintahan. Dalam proses kepemimpinan, pemimpin menjadi tokoh penggerak bagi bawahannya untuk menyelesaikan persoalan atau mencapai tujuan bersama. Penelitian ini menggunakan teori Path-goal Robert House. Menurut House prilaku pemimpin berkaitan dnegan motivasi, kinerja bawahan/pengikut dan kepuasan mereka. House mendefinisikan ada 4 gaya/prilaku, 1. Directive leader, 2. Supportive Leadder, 3. Partisipatif Leader, dan 4. Archivment oriented leader. Penelitian dilakukan menggunakan metode kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukan dalam upaya perwujudan pemerataan gender dan anti kekerasan terhadap perempuan bupati kabupaten Pandeglang merupakan pemimpin yang directive, disamping memiliki kedekatan dnegan jajaran dan masyarakatnya (Supportive leader), Irna juga memiliki prilaku yang melibatkan bawahannya dalam menentukan keputusan (Partisipatif leader). Namun, Irna bukan pemimpin yang menetapkan tujuan prestasi pada jajarannya (Archivment oriented leader). Penelitian ini menyarankan untuk mengoptimalkan dalam penanganan gender dan kekerasan terhadap perempuan. | ||||||
