Abstract
In an effort to empower women in the economic sector, the government issued Government Regulation Number 31 of 2020 concerning the Addition of State Capital Participation of the Republic of Indonesia into the Share Capital of the Limited Liability Company (Persero) PT Permodalan Nasional Madani. Based on this government regulation, the State-Owned Enterprise (BUMN) through its subsidiary Bank BRI created a program called PNM Fostering a Prosperous Family Economy (PNM Mekaar). In Pamarayan District, there were 4,462 women who participated in the PNM Mekaar program. This figure is the highest when compared to other districts in Serang Regency. The author uses a qualitative method with a case study approach to understand how women are empowered in Pamarayan District and understand how gender awareness is in the PNM Mekaar program. The theory used is the theory of women's empowerment and gender awareness from Kabeer and Mayoux. The results of this study indicate that by looking at the reality in the field, the PNM Mekaar program in Pamarayan District has implemented three principles in policies based on gender awareness, although not yet perfect. The three principles are; First, reducing the gap of inequality in society in the economy; Second, access to have income is given openly to women through independent business ownership; Third, the very high participation of women in participating in the PNM Mekaar program is proof that women's empowerment is underway.

| Additional Information: | Dalam upaya pemberdayaan perempuan pada sektor ekonomi, pemerintah mengeluarkan Peraturan Pemerintah Nomor 31 Tahun 2020 tentang Penambahan Penyertaan Modal Negara Republik Indonesia ke dalam Modal Saham Perusahaan Perseroan (Persero) PT Permodalan Nasional Madani. Berdasarkan peraturan pemerintah ini maka Badan Usaha Milik Negara (BUMN) melalui anak usaha Bank BRI membuat program yang dinamakan dengan PNM Membina Ekonomi Keluarga Sejahtera (PNM Mekaar). Di Kecamatan Pamarayan tercatat ada 4.462 perempuan yang mengikuti program PNM Mekaar. Angka tersebut menjadi yang tertinggi jika dibandingkan dengan kecamatan lainnya yang ada di Kabupaten Serang. Penulis menggunakan metode kualitatif dengan pendekatan studi kasus untuk memahami bagaimana pemberdayaan perempuan di Kecamatan Pamarayan dan memahami bagaimana gender awareness pada program PNM Mekaar. Teori yang digunakan adalah teori pemberdayaan perempuan dan gender awareness dari Kabeer dan Mayoux. Hasil penelitian ini menunjukkan bahwa dengan melihat realitas dilapangan program PNM Mekaar di Kecamatan Pamarayan telah menjalankan tiga prinsip dalam kebijakan yang berlandaskan gender awareness meskipun belum sempurna. Ketiga prinsip tersebut yaitu; pertama, memperkecil gap ketimpangan yang ada dimasyarakat dalam ekonomi; kedua, akses untuk memiliki pendapatan diberikan terbuka bagi perempuan melalui kepemilikan usaha secara mandiri; ketiga, partisipasi perempuan yang sangat tinggi dalam mengikuti program PNM Mekaar menjadi bukti bahwa pemberdayaan perempuan sedang berjalan. | ||||||
