Abstract
The government has issued the Integrated Development program for Eldery as a concrete manifestation of Government Regulation of the Republic of Indonesia Number 43 of 2004. Integrated Development program for eldery implemented in Cilegon City is derived from the elderly health program at Public Health Centers The research locus is within the working area of Grogol Public Health Center due to its second-highest elderly population of 9,682 individuals, despite having only 9 Posbindu. Issues encountered in the implementation of the Posbindu Lansia program in the Grogol Public Health Center's area include insufficient Posbindu numbers, low elderly community participation, inadequate personnel, insufficient facilities and activity infrastructure, and the lack of Body Mass Index (BMI) measurements. The purpose of this research is to examine the implementation of the Integrated Development program for eldery in the Grogol Public Health Center's working area. This research used a theory of implementation model with bottom up approach by Adam Smith. This research method is using descriptive qualitative approach. The resullt of this research showed that the implementation of integrated delevopment center for elderly is not fully optimal. This is due to challenges such as the inability to request additional Posbindu due to inadequate staffing, lack of community outreach regarding the program, incomplete facilities and infrastructure for activities, insufficient understanding among volunteers regarding BMI calculations, and the economic conditions of the elderly population affecting the implementation of the Integrated Development program for eldery.

| Additional Information: | Pemerintah mengeluarkan kebijakan Pos Pelayanan Terpadu Lanjut Usia sebagai wujud nyata dari Peraturan Pemerintah Republik Indonesia Nomor 43 Tahun 2004. Kebijakan Posyandu Lansia yang dilaksanakan di Kota Cilegon dengan nama Pos Pembinaan Terpadu Lanjut Usia (Posbindu Lansia) yang terwujud dari program kesehatan lanjut usia di Puskesmas. Wilayah Kerja puskesmas Grogol menjadi lokus penelitian karena memiliki jumlah lansia terbanyak kedua yaitu berjumlah 9.682 jiwa namun hanya memiliki 9 posbindu. Masalah yang terjadi dalam implementasi program posbindu lansia di wilayah kerja puskesmas Grogol yaitu kurangnya jumlah posbindu, rendahnya partisipasi masyarakat lansia, kurangnya tenaga pelaksana, kurangnya sarana dan prasarana kegiatan dan tidak dilakukannya pengukuran Indeks Massa Tubuh (IMT). Tujuan penelitian ini untuk mengetahui implementasi program pos pembinaan terpadu lanjut usia di wilayah kerja puskesmas grogol. Teori yang digunakan dalam penelitian ini menggunakan model implementasi bottom-up Adam Smith. Penelitian ini menggunakan metode pendekatan kualitatif deskriptif. Hasil dari penelitian ini menunjukkan bahwa implementasi program pos pembinaan terpadu lanjut usia di wilayah kerja puskesmas Grogol belum berjalan secara optimal karena pengajuan penambahan posbindu yang tidak dapat dilakukan karena kurangnya jumlah tenaga pelaksana yang tidak mencukupi, tidak adanya sosialisasi mengenai program pos pembinaan terpadu lanjut usia, sarana dan prasarana yang tidak lengkap dalam pelaksanaan kegiatan, ketidakpahaman kader mengenai perhitungan Indeks Massa Tubuh, serta kondisi ekonomi masyarakat lanjut usia yang berpengaruh terhadap pelaksanaan Pos Pembinaan Terpadu Lanjut Usia | |||||||||
