Abstract
Role is defined as a dynamic process within a status. When an individual fulfills their duties and rights, they have carried out their role. The Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang has carried out its role by organizing training programs. The purpose of this research is to understand the role of Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang in enhancing the competencies of training participants and to identify the challenges faced in organizing training at BBPVP Serang. Serang, as the capital city of Banten Province, is not exempt from common issues such as unemployment. The Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang serves as an extension of the government’s efforts to enhance the competencies of the community as a solution to the longstanding problem of unemployment. This study uses qualitative research with a descriptive method. This method was chosen to provide an in-depth understanding of the phenomenon being studied. Data collection techniques in this research include observation, interviews, and documentation. The determination of informants in this study was done using purposive sampling. The research findings show that the Balai Besar Pelatihan Vokasi dan Produktivitas Serang has fulfilled its role by organizing training programs there. The training that has been conducted demonstrates an improvement in the competencies of the participants through the training programs offered. This success is attributed to the contribution of the instructors, as well as the support provided by the facilities and infrastructure at Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang, which help facilitate the implementation of the training activities. The increased competencies of the training participants can certainly be utilized as their efforts to secure the jobs they desire. This was analyzed using the Structural Functionalism theory by Talcott Parsons with the AGIL scheme, namely Adaptation, Goal Attainment, Integration and Latency.

| Additional Information: | Peranan diartikan sebagai proses dinamis dalam sebuah status, jika telah melaksanakan kewajiban serta haknya maka telah menjalankan peranannya. Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang telah menjalankan peranannya dengan menyelenggarakan pelatihan. Penelitian ini memiliki tujuan yaitu untuk mengetahui bagaimana peranan Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang dalam meningkatakan kompetensi siswa pelatihan dan apa saja kendala yang dihadapi dalam proses menyelenggarakan pelatihan di Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang. Serang sebagai Ibu Kota Provinsi Banten tidak lepas dari sebuah permasalahan umum yakni pengagguran. Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang hadir sebagai salah satu kepajangan tangan dari pemerintah dalam upaya meningkatkan kompetensi masyarakat sebagai salah satu jalan dalam menjawab persoalan klasik terkait pengangguran tersebut. Pada penelitian ini menggunakan penelitian kualitatif dengan metode deksriptif. Metode pilih sebagai bagian dari upaya dalam memberikan gambaran yang mendalam terkait fenomena yang sedang diteliti. Lalu teknik pengumpulan data pada penilitian ini dilakukan dengan melakukan observasi, wawancara dan dokumentasi. Penentuan informan dalam penelitian menggunakan purposive sampling Hasil penelitian menunjukkan bahwa Balai Besar Pelatihan Vokasi dan Produktivitas Serang telah menjalankan perananya dengan menyelenggarakan pelatihan di sana. Dari pelatihan yang telah dilakukan menunjukan adanya peningkatan kompetensi siswa melalui pelatihan yang diselenggarakan tersebut. Hal tersebut tidak terlepas dari andil para instruktur serta didukung dengan sarana dan prasarana Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Serang yang dapat menunjang aktivitas pelaksanaan pelatihan tersebut. Peningkatan kompetensi yang dimiliki oleh para siswa pelatihan tentunya dapat dipergunakan sebagai upaya mereka dalam memperoleh pekerjaan yang mereka inginkan. Hal ini dianalisis dengan menggunakan teori Fungsionalisme Struktural oleh Talcott Parsons dengan skema AGIL yaitu Adaptation, Goal Attainment, Integration dan Latency. | |||||||||
