Abstract
The increase in population in South Tangerang City has an impact on the increase in the number of people's consumption, resulting in an increase in the amount of waste generation that is increasingly varied. This phenomenon is not in line with the capacity of the Cipeucang Landfill, causing new problems for the South Tangerang City Government. To overcome this problem, the South Tangerang City Government cooperated with the Serang City Government in handling South Tangerang City's waste at TPAS Cilowong. However, in its implementation, not everything went smoothly, the Serang City Government as the party providing waste services at TPAS Cilowong actually faced various administrative and technical obstacles. The purpose of this study is to determine the driving and inhibiting factors in the Implementation of the Cooperation Program between the South Tangerang City Government and the Serang City Government in waste management at Cilowong Landfill. The research method used is qualitative and then analyzed using data analysis techniques proposed by Miles and Huberman. The theory used as a reference in this research is the theory of policy implementation according to Donald S. Van Meter and Carl E. Van Horn which consists of six indicators, namely policy standards and objectives, resources, interorganizational relationships, characteristics of implementing agents, social, political, and economic conditions, and implementer disposition. The results of this study indicate that the Implementation of the Cooperation Program between the South Tangerang City Government and the Serang City Government in waste management at TPAS Cilowong has achieved efficiency and effectiveness of implementation. Although in terms of time, the implementation is not on time due to the complicated and long bureaucratic flow so that the administrative process becomes inefficient and the attitude of DLH Serang City which is less informative to the community causes unrest in the community, causing the implementation of the cooperation program to be delayed. Suggestions in this study are for the Serang City Government to increase human resources, especially in the field of administration, carry out functional decentralization to DLH Kota Serang and conduct comprehensive socialization related to Negative Impact Compensation.

| Additional Information: | Peningkatan jumlah penduduk di Kota Tangerang Selatan berdampak pada meningkatnya jumlah konsumsi masyarakat sehingga menyebabkan meningkatnya jumlah timbulan sampah yang semakin bervariasi. Fenomena tersebut tidak sejalan dengan daya tampung TPA Cipeucang sehingga menimbulkan masalah baru bagi Pemerintah Kota Tangerang Selatan. Dalam mengatasi hal tersebut, maka Pemerintah Kota Tangerang Selatan menjalin kerjasama dengan Pemerintah Kota Serang dalam menangani sampah Kota Tangerang Selatan di TPAS Cilowong. Namun dalam pelaksanaannya tidak semua berjalan dengan lancar, Pemerintah Kota Serang selaku pihak yang memberikan pelayanan persampahan di TPAS Cilowong justru menghadapi berbagai tantangan secara administrasi maupun teknis. Tujuan penelitian ini untuk mengidentifikasi faktor pendorong dan penghambat dalam Implementasi Program Kerjasama Pemerintah Kota Tangerang Selatan dan Pemerintah Kota Serang dalam pengelolaan sampah di TPAS Cilowong. Metode penelitian yang digunakan adalah kualitatif dan dianalisis menggunakan teknik analisis data yang dikemukakan oleh Miles and Huberman. Teori yang digunakan sebagai acuan dalam penelitian ini adalah teori implementasi kebijakan menurut Donald S. Van Meter dan Carl E. Van Horn yang terdiri dari enam indikator yaitu standar dan sasaran kebijakan, sumber daya, hubungan antar organisasi, karakteristik agen pelaksana, kondisi sosial, politik dan ekonomi, dan disposisi implementor. Hasil penelitian ini menunjukan bahwa Implementasi Program Kerjasama Pemerintah Kota Tangerang Selatan dan Pemerintah Kota Serang dalam pengelolaan sampah di TPAS Cilowong telah mencapai efisiensi dan efektivitas pelaksanaan. Walaupun dari segi waktu dalam pelaksanaannya tidak tepat waktu akibat alur birokrasi yang rumit dan panjang sehingga proses administratif tidak efisien dan sikap DLH Kota Serang yang kurang informatif terhadap masyarakat menimbulkan kerusuhan di tengah masyarakat sehingga menyebabkan pelaksanaan program kerjasama tertunda. Adapun saran dalam penelitian ini yaitu Pemerintah Kota Serang melakukan peningkatan sumber daya manusia terutama pada bidang administratif, melakukan desentralisasi fungsional kepada DLH Kota Serang dan melakukan sosialisasi secara komprehensif terkait Kompensasi Dampak Negatif (KDN). | ||||||
