Abstract
This study examines the execution of the comprehensive undergraduate scholarship program policy in Cilegon City, addressing the limited access of its inhabitants to higher education resulting from prohibitive expenses. The execution of the complete scholarship program in Cilegon City revealed several concerns, including insufficient socialization, inadequate student mentorship, and signs suggesting the program's discontinuation. This study seeks to assess the whole undergraduate scholarship program policy in Cilegon City for the years 2021-2023. The employed research method is the qualitative case study approach. Data collection techniques were conducted through observation, interviews, and documentation, followed by data analysis utilizing the Miles and Huberman framework. Penelitian ini menerapkan metodologi evaluasi CIPP (Context, Input, Process, Product) yang dirumuskan oleh Stufflebeam. The research findings indicate that the comprehensive undergraduate scholarship program in Cilegon City, implemented for three years, has not yet functioned ideally and exhibits shortcomings that necessitate assessment. During the evaluation phase, public misconceptions persist concerning the policy's aims. This transpires due to the uneven execution of socialization during the evaluation phase of the process. Conversely, throughout the process review phase, there are impediments in cash allocation and inconsistent coaching provided by the Cilegon City Government. The inconsistent mentoring influences the assessment, leading to disparate good outcomes for scholarship applicants.

| Additional Information: | Penelitian ini dilatarbelakangi sejalan dengan dilaksanakannya kebijakan program beasiswa full sarjana di Kota Cilegon sebagai respon atas rendahnya masyarakat Kota Cilegon yang bisa mengakses pendidikan tinggi karena tingginya biaya yang dikeluarkan. Dalam pelaksanaanya, beasiswa full sarjana Kota Cilegon diidentifikasi terdapat masalah yang ditemukan yaitu, kurangnya sosialisasi, lemahnya pembinaan mahasiswa, dan adanya indikasi tidak dilanjutkannya program tersebut. Penelitian ini bertujuan untuk mengetahui evaluasi kebijakan program beasiswa full sarjana di Kota Cilegon 2021-2023. Metode penelitian yang digunakan adalah metode kulaitatif studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi, dan selanjutnya data yang diperoleh akan dianalisa menggunakan konsep Miles dan Huberman. Penelitian ini menggunakan teori model evaluasi CIPP (Context, Input, Process, Product) dari Stufflebeam. Hasil penelitian menunjukkan program beasiswa full sarjana Kota Cilegon yang penerapannya telah berjalan selama 3 tahun, belum berjalan optimal dan masih terdapat celah kekurangan dan perlu dilakukan evaluasi. Pada tahap evaluasi konteks masih terdapat kesalahpahaman masyarakat terhadap sasaran dari kebijakan. Hal tersebut terjadi karena sosialisasi pada tahap evaluasi proses belum berjalan secara merata. Disisi yang lain, pada tahap evaluasi proses juga terjadi kendala dalam pencairan dana dan tidak meratanya pembinaan yang dilakukan Pemerintah Kota Cilegon. Pembinaan yang tidak merata berkonsekuensi pada evaluasi dampak, yakni tidak meratanya dampak positif bagi penerima beasiswa. | ||||||
