Abstract
Public transportation users in Indonesia are relatively low, this is due to several things that are the lack of guarantee of secure, comfort, and certainty of time. One of the policies implemented by the government is to improve the quality of public transportation and integrate all available public transportation. Palembang City is one of the cities in Indonesia that has implemented an integration policy, such as integration of Light Rail Transit with feeder. This is done with the aim of increasing LRT occupancy and attracting public interest in using LRT. The problems that the author encountered in this study were that the feeder schedule was not integrated with the LRT schedule, the tariff subsidy imposed several times became a problem in the operation of feeder, and the feeder stops were not all safe and comfortable to use. The purpose of this study was to see how much influence the implementation of policy and public participation had on the effectiveness of the LRT integration policy with feeder public transportation in Palembang City. The research method used was quantitative. This study shows that the implementation of the policy has a positive and significant influence on the effectiveness of the policy, this is indicated by the results of the regression coefficient of policy implementation which is positive at 0.265. Then public participation also has a positive and significant influence on policy effectiveness, this is proven by the results of the public participation regression coefficient which is positive at 0.321. Likewise, policy implementation and public participation together have a positive and significant influence on policy effectiveness.

| Additional Information: | Penggunaan transportasi umum di Indonesia masih tergolong rendah, hal ini disebabkan oleh beberapa hal, yaitu tidak adanya keterjaminan atas keamanan, kenyamanan, dan kepastian waktu. Salah satu kebijakan yang dilakukan oleh pemerintah adalah dengan memperbaiki kualitas transportasi umum dan melakukan integrasi terhadap semua transportasi umum yang telah tersedia. Kota Palembang adalah salah satu kota di Indonesia yang telah menerapkan kebijakan integrasi, seperti integrasi pada Light Rail Transit dengan angkot feeder. Hal ini dilakukan dengan tujuan untuk meningkatkan okupansi LRT dan menarik minat masyarakat untuk menggunakan LRT. Adapun masalah yang penulis temui dalam penelitian ini ialah, jadwal angkot feeder tidak terintegrasi dengan jadwal LRT, subsidi tarif yang dikenakan beberapa kali menjadi masalah dalam operasionalisasi angkot feeder, dan halte pemberhentian angkot feeder belum semuanya aman dan nyaman. Tujuan penelitian ini dilakukan untuk melihat seberapa besar pengaruh implementasi kebijakan dan partisipasi masyarakat terhadap efektivitas kebijakan integrasi LRT dengan angkot feeder di Kota Palembang. Metode penelitian yang digunakan ialah kuantitatif. Penelitian ini menunjukkan hasil bahwa implementasi kebijakan memiliki pengaruh yang positif dan signifikan terhadap efektivitas kebijakan, hal ini ditunjukkan dari hasil dari koefisien regresi implementasi kebijakan bertanda positif sebesar 0,265. Lalu partisipasi masyarakat juga memiliki pengaruh yang positif dan signifikan terhadap efektivitas kebijakan, hal ini dibuktikan dari hasil koefisien regresi partisipasi masyarakat bertanda positif sebesar 0.321. Begitupun dengan implementasi kebijakan dan partisipasi masyarakat secara bersama-sama memiliki pengaruh yang positif dan signifikan terhadap efektivitas kebijakan. | |||||||||
