Abstract
During 2012-2020, economic growth in ASEAN were developing fluctuactively. There are some countries which were gaining the highest economic growth in ASEAN such as Myanmar, Vietnam, Lao. Even though those countries were reaching the highest growth, but it wasn’t followed by corruption case improvement, social, economic, and politic. In addition, there was Covid-19 pandemic which distrubed the economic growth in ASEAN. This study has aims to see the impact of corruption, government effectiveness, voice and accountability, rule of law, political stability, economic freedom, and external debt to economic growth in ASEAN before and during Covid-19 situation. In this research, the author was using panel data regression with dummy variable approach, which Covid-19 becomes a dummy variable. In panel data regression, the author did a test selection model. The result were choosen Common Effect Model (CEM) as the best model, both the regressions before and during Covid-19. Based on the coefficient numbers proved that corruption, government effectiveness, rule of law, political stability, economic freedom, and Covid-19 have negative effects to economic gwoth. Where are voice and accountability with political stability have positive effects to economic growth. The result of simultanous test before and during Covid-19 have showned there are significant impacts from corruption, social, economic, and politic in ASEAN.

| Additional Information: | Sepanjang tahun 2012-2020, pertumbuhan ekonomi di ASEAN mengalami perkembangan yang fluktuaktif. Terdapat beberapa negara yang mencapai angka pertumbuhan tertinggi di ASEAN seperti Myanmar, Vietnam, Laos. Walau negara tersebut mencapai pertumbuhan tinggi, namun tidak diikuti dengan perbaikan kasus korupsi, sosial, ekonomi, dan politik. Ditambah kehadiran pandemi Covid-19 mendistraksi perkembangan ekonomi ASEAN. Studi ini bertujuan untuk melihat adanya pengaruh korupsi, efektivitas pemerintah, suara dan akuntabilitas, supremasi hukum, stabilitas politik, kebebasan ekonomi, dan utang luar negeri sebelum dan saat Covid-19. Pendekatan yang digunakan dalam penelitian ini menggunakan regresi data panel variabel dummy, di mana Covid-19 menjadi variabel dummy dalam penelitian ini. Dalam regresi data panel, dilakukan pemilihan uji model. Hasil uji terpilih Common Effect Model (CEM), baik sebelum dan saat Covid-19. Berdasarkan nilai koefisien membuktikan bahwa korupsi, efektivitas pemerintah, supremasi hukum, stabilitas politik, kebebasan ekonomi, dan Covid-19 berpengaruh negatif terhadap pertumbuhan. Sedangkan suara dan akuntabilitas serta utang luar negeri berpengaruh positif terhadap pertumbuhan ekonomi di ASEAN. Hasil uji simultan baik sebelum dan saat Covid-19 menunjukkan bahwa variabel korupsi, sosial, ekonomi, dan politik terdapat pengaruh signifikan terhadap pertumbuhan ekonomi di ASEAN. | |||||||||
