Abstract
The strategy for developing Village-Owned Enterprises (BUMDes) is a national priority in Indonesia’s development to strengthen the village economy and promote equitable growth. Based on the issues identified by the researcher, such as suboptimal partnership cooperation, lack of potential exploration in villages for determining the types of BUMDes businesses in Serang Regency, and the absence of comprehensive BUMDes classification data to determine the appropriate strategic direction, this study aims to analyze the development strategy of BUMDes in Serang Regency using the SWOT analysis theory (Hunger & Wheelen, 2003) to formulate strategies that can be adopted by the Serang Regency Government. This research employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews with local government officials, BUMDes managers, community members, and other relevant stakeholders, as well as document analysis and field observations. The findings indicate that BUMDes development faces significant challenges, such as limited human and natural resources, lack of training, low community participation, and suboptimal partnerships. However, BUMDes also have opportunities through local potential management, digitalization, and technology-based marketing. The recommended strategies include a participatory approach, human resource strengthening, technology optimization, and partnership collaboration. This research provides strategic guidance that can be adapted to address similar challenges in other regions, contributing to the strengthening of BUMDes as a driving force for the village economy.

| Additional Information: | Strategi Pengembangan Badan Usaha Milik Desa (BUMDes) merupakan prioritas nasional dalam pembangunan Indonesia untuk memperkuat ekonomi desa dan mendorong pemerataan pembangunan. Berdasarkan masalah-masalah yang peneliti temukan seperti kerjasama kemitraan yang belum optimal, kurangnya penggalian potensi pada desa dalam penentuan jenis usaha BUMDes di Kabupaten Serang, dan belum tersedianya data klasifikasi BUMDes yang lengkap untuk menetukan arah strategi yang tepat pada BUMDes di Kabupaten Serang, Penelitian ini bertujuan menganalisis strategi pengembangan BUMDes di Kabupaten Serang berdasarkan teori analisis SWOT (Hunger & Wheelen, 2003) guna merumuskan strategi yang dapat diadopsi oleh Pemerintah Kabupaten Serang. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan pemerintah daerah, pengelola BUMDes, masyarakat, dan pihak terkait lainnya, serta analisis dokumen dan observasi lapangan. Hasil penelitian menunjukkan bahwa pengembangan BUMDes menghadapi tantangan signifikan, seperti keterbatasan sumber daya manusia dan alam, kurangnya pelatihan, rendahnya partisipasi masyarakat, serta kemitraan yang belum optimal. Namun, BUMDes juga memiliki peluang melalui pengelolaan potensi lokal, digitalisasi, dan pemasaran berbasis teknologi. Strategi yang direkomendasikan meliputi pendekatan partisipatif, penguatan sumber daya manusia, optimalisasi teknologi, dan kerjasama kemitraan. Penelitian ini memberikan panduan strategis yang dapat diadaptasi untuk mengatasi tantangan serupa di daerah lain, sehingga berkontribusi pada penguatan BUMDes sebagai motor penggerak ekonomi desa. | |||||||||
