Abstract

Serang Mayor Regulation Number 29 of 2023 concerning the Implementation of Parking aims to order and organize parking in Serang City. The existing problems are related to inadequate parking facilities and infrastructure, there are parking attendants who do not pay attention to the existing rules, in determining the parking location point has not fully paid attention to the capacity of the road section. The purpose of this study is to find out the Implementation of Serang Mayor Regulation Number 29 of 2023 concerning the Implementation of Parking in Public Roadside Parking on Jl. Maulana Hassanudin. This study uses Van Meter and Van Horn theory (in Agustino, 2016:133), with qualitative methods, as well as observational data collection techniques, interviews and documentation. The results of the study show that this policy has not run optimally, there is no budget to manage parking, lack of parking space due to being used by street vendors, incompatibility with car and motorcycle parking lot rules, supervision is not optimal, lack of firmness and competence of parking attendants in carrying out their duties, socialization does not involve parking attendants.

Peraturan Walikota Serang Nomor 29 Tahun 2023 Tentang Penyelenggaraan Perparkiran bertujuan untuk menertibkan dan menata perparkiran di Kota Serang. Permasalahan yang ada berkaitan dengan sarana dan prasarana parkir kurang memadai, terdapat pihak Juru Parkir yang kurang memperhatikan aturan yang ada, dalam menentukan titik lokasi parkir belum sepenuhnya memperhatikan kapasitas ruas jalan. Tujuan penelitian ini untuk mengetahui Implementasi Peraturan Walikota Serang Nomor 29 Tahun 2023 Tentang Penyelenggaraan Perparkiran di Parkir Tepi Jalan Umum di Jl. Maulana Hassanudin. Penelitian ini menggunakan teori Van Meter dan Van Horn (dalam Agustino, 2016:133), dengan metode kualitatif, serta teknik pengumpulan data observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa kebijakan ini belum berjalan secara maksimal, tidak adanya anggaran untuk mengelola parkir, kurangnya lahan parkir akibat dipergunakan oleh PKL, tidak sesuainya aturan tempat parkir mobil dan motor, pengawasan kurang maksimal, kurang tegas dan kompetennya Juru Parkir dalam melaksanakan tugas, sosialisasi tidak melibatkan Juru parkir.
