Abstract
Various policies and programs have been launched by the government in an effort to provide the widest possible employment opportunities for the community in order to reduce unemployment in Indonesia, including in Sukabumi City. One of them is the Job Exchange Program (Job fair), this is stated in the Regulation of the Minister of Manpower of the Republic of Indonesia Number 39 of 2016 concerning Manpower Placement. However, in its implementation, there are several obstacles and challenges that become problems related to the evaluation of the Job Exchange Program (Job fair) in Sukabumi City. This research uses 4 indicators from Daniel Stufflebeam's (2003) policy evaluation consisting of Context Evaluation, Input Evaluation, Process Evaluation, Product Evaluation. This research uses a descriptive method with a qualitative approach. The results showed that the evaluation of the Job Exchange Program (Job fair) in Sukabumi City has not run optimally, one of which is due to the low level of employment in Sukabumi City which is caused by the disproportionate between the needs of job seekers and available job opportunities or vacancies. Therefore, the Sukabumi City Government needs to design or develop a more concentrated program to screen and promote the local workforce. This program should prioritize the needs of the growing labor market and align the competencies of the workforce with the needs of the industry in Sukabumi City.

Additional Information: | Berbagai kebijakan maupun program telah dicanangkan pemerintah dalam upaya memberikan kesempatan kerja yang seluas-luasnya bagi masyarakat guna dapat mengurangi angka pengangguran di indonesia, termasuk di Kota Sukabumi. Salah satunya yakni Program Bursa Kerja (Job fair), hal tersebut tertuang dalam Peraturan Menteri Ketenagakerjaan Republik Indonesia Nomor 39 Tahun 2016 tentang Penempatan Tenaga Kerja. Namun dalam pengimplementasiannya terdapat beberapa hambatan serta tantangan yang menjadi permasalahan terkait evaluasi Program Bursa Kerja (Job fair) di Kota Sukabumi. Dalam penelitian ini mengunakan 4 indikator dari evaluasi kebijakan Daniel Stufflebeam (2003) yang terdiri dari Evaluasi Konteks (Context Evaluation), Evaluasi Masukan (Input Evaluation), Evaluasi Proses (Process Evaluation), Evaluasi Produk (Product Evaluation). Penelitian ini menggunakan metode deskriptif dengan pedekatan kualitatif. Hasil penelitian menunjukan bahwa evaluasi Program Bursa Kerja (Job fair) di Kota Sukabumi belum berjalan dengan optimal, salah satunya karena masih rendahnya tingkat penyerapan tenaga kerja di Kota Sukabumi yang disebabkan oleh tidak sebandingnya antara kebutuhan pencari kerja dengan kesempatan atau lowongan kerja yang tersedia. Oleh karena itu, Pemerintah Kota Sukabumi perlu merancang ataupun mengembangkan program yang lebih terkonsentrasi untuk menyaring dan memajukan tenaga kerja lokal. Program ini harus memprioritaskan kebutuhan pasar tenaga kerja yang terus berkembang dan menyelaraskan kompetensi tenaga kerja dengan kebutuhan industri di Kota Sukabumi. | ||||||
