Abstract
Village-Owned Enterprises (BUMDes) are an important instrument in rural economic development which focuses on managing the local potential of villages. The Darmasari Village Government formed BUMDes as a driving force for the economy in the village, but in its implementation there are still several problems, including: The BUMDes program has not been implemented optimally, which only prioritizes collaboration with PT Cemindo Gemilang and has also not improved the economy of the Darmasari Village community. Lack of Human Resources (HR) in implementing the Buana Darmasari Village-Owned Enterprise (BUMDes) program. There is still a lack of quality, quantity and scope of socialization regarding the existence, benefits and importance of BUMDes, which means that not all of the people of Darmasari Village know and understand the existence, role and benefits of BUMDes well. BUMDes administrators are less able to identify the types of BUMDes business units according to the potential that exists in Darmasari Village. The recruitment process for BUMDes administrators or employees still prioritizes the principle of those closest to the village head. The aim of the research is to find out how the Village-Owned Enterprises (BUMDes) Program is implemented in Darmasari Village, Bayah District, Lebak Regency (Case Study of the Waste Transport and Waste Recycling Services Program). This research uses the implementation theory of Van Metter and Van Horn. The method used is descriptive qualitative. The data collection techniques used were interviews, observation and documentation. The research results show that the implementation of this program has been carried out thoroughly and is in the good category. Several things that are aspects of the assessment include: First, the existence of a Village Regulation which regulates the formation of the BUMDes "Buana Darmasari". Second, there are people who are ready to work as volunteers to run the BUMDes business "Buana Darmasari". Third, BUMDes operational implementers have the desire to make BUMDes a village economic institution with excellent management and governance. Fourth, the attitude of BUMDes operational implementers to work responsibly in running and developing BUMDes businesses. Fifth, there is communication and coordination, both with the Village Government and Regional Government. Sixth, the existence of a market that makes it possible to continue developing and adding to the BUMDes business unit program "Buana Darmasari", however there are several things that still need to be improved.

| Additional Information: | Badan Usaha Milik Desa (BUMDes) merupakan salah satu instrumen penting dalam pembangunan ekonomi pedesaan yang berfokus pada pengelolaan potensi lokal desa. Pemerintah Desa Darmasari membentuk BUMDes sebagai motor penggerak ekonomi di desa, namun dalam pelaksanaannya masih terdapat beberapa permasalahan diantaranya : Program BUMDes yang belum terlaksana secara optimal yang mana hanya memprioritaskan pada kerjasama dengan PT.Cemindo Gemilang dan juga belum meningkatkan perekonomian masyarakat Desa Darmasari. Kurangnya Sumber Daya Manusia (SDM) dalam pelaksanaan program Badan Usaha Milik Desa (BUMDes) Buana Darmasari. Masih kurangnya kualitas, kuantitas serta ruang lingkup sosialisasi terkait keberadaan dan manfaat serta pentingnya BUMDes yang mengakibatkan masyarakat Desa Darmasari belum semuanya mengetahui dan memahami keberadaan, peran serta manfaat BUMDes dengan baik. Pengurus BUMDes kurang mampu mengidentifikasikan jenis unit usaha BUMDes sesuai dengan potensi yang ada di Desa Darmasari. Proses rekrutmen pengurus atau pegawai BUMDes masih mengedepankan prinsip orang-orang terdekat dengan kepala desa. Tujuan penelitian untuk mengetahui bagaimana Implementasi Program Badan Usaha Milik Desa (BUMDes) Di Desa Darmasari Kecamatan Bayah Kabupaten Lebak (Studi Kasus Program Jasa Angkut Sampah dan Daur Ulang Sampah). Penelitian ini menggunakan teori implementasi dari Van Metter dan Van Horn. Metode yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa pengimplementasian program ini sudah dijalankan dengan menyeluruh dan masuk pada kategori baik. Beberapa hal yang menjadi aspek penilaian diantaranya : Pertama, adanya Peraturan Desa yang mengatur tentang pembentukan BUMDes “Buana Darmasari”. Kedua, adanya orang yang siap bekerja secara sukarelawan untuk menjalankan usaha BUMDes “Buana Darmasari”. Ketiga, para pelaksana operasional BUMDes mempunyai keinginan untuk menjadikan BUMDes sebagai lembaga ekonomi desa dengan manajemen dan tata kelola yang sangat baik. Keempat, sikap para pelaksana operasional BUMDes bekerja secara penuh tanggung jawab dalam menjalankan dan pengembangan usaha BUMDes. Kelima, adanya komunikasi dan koordinasi, baik itu kepada Pemerintah Desa maupun Pemerintah Daerah. Keenam, adanya pasar yang memungkinkan untuk terus mengembangkan dan menambah program unit usaha BUMDes “Buana Darmasari”, meskipun begitu ada beberapa hal yang masih perlu di perbaiki. | ||||||
